The urbanization level of Beijing suburb is higher than the national average level. It has the characteristics of leading development in the whole process of rural urbanization. Most of Beijing outer suburb is mountain area, that less effect from urban expansion and economic radiation. The urbanization of outer suburban is lagging behind that of inner suburban, and gets less attention. This study takes Beijing outer suburb-Miyun county as an example. The economic development of Miyun County is strictly limited to the environmental protection, because it is the water source protection area of the capital, But Miyun County created the development pattern of harmonious development between urbanization and economy, society, environment.
