The object of this research is the rural youth aged from 15 to 35 years old, the principal parts and nucleus force, and the core of the Chinese rural human resource. In order to accomplish the goals of this research, the situation, background and the objective demand are stated, which the rural human resource faces during the new era. Then the meaning and the theoretical foundation of the rural human resource development are explicated. Through analyzing the statues quo of the rural human resource development, revealing the content of it, the direction, the emphases, the routes and the patterns of it are brought forward. Finally, the management system and the operating mechanism are worked out, as well as the long-term security mechanism, which is adaptive to the development, to its management system and operating mechanism. As a tactic research in the management fields, this research, centering on the base of the theories and their applications, put forward some ideas, judgments and conclusions, which could be used indecision-making and in research. The research methods of this dissertation include: questionnaires, field survey, analysis of theories, comparison, case study connected with the commonness research. At the same time, by referring to some of the research results of other experts, new patterns are designed some innovative theories posed. In the course the research, theories and knowledge of the economics (including the Institutional Economics, the Development Economics, the Eastern Economics, the Application Economics, the Education Economics, etc.),of the Sociology, management science , the human development, demology, pedagogy, psychology, statistics, history and other subjects. Conclusions are drawn based on the theory of the human resource and the human capital, the theory of agricultural resource development, the theory of the input-output ratio, and so on, along with comparing with their history, with the status quo and with other countries. Meanwhile, a quantity of first-hand data and information were obtained during two social surveys, namely, the Survey of the conditions of the Farmers-Turned workers in Beijing(March, 2004) and the Survey of the conditions of the Chinese rural youth human resource. According to this, and using the method of SPSS, I get some thorough and dependable supports to draw my conclusion. This research is supported by several tasks, which come from the Ministry of Education, the West Office of the State Council, the Ministry of Agriculture, etc, to study the education development and reform in the rural human resource development along with its long-term managing mechanisms. The main result, conclusion and innovation of this research lie in: new theoretical structure, management systems, operating mechanism, development pattern and concrete implementing ways are designed and worked out. The main novelty and unusual methods about the analysis and the way of research can be found in the following 2 aspects. About the analysis, it includes new thinking on the new position which the rural youth are facing, on the meaning and specialty of the rural youth human resource, on the rural youth education and training, on the basic principles which the agricultural cooperative and economic organization should follow when they help the rural youth to be rich and successful, on the "3-4-5 Rules"namely, 3 directions, 4 patterns and 5 objects about the rural young labor transfer, on the analysis of the four aspects to deal with the connection between rural young labor transferring management system and their operating mechanism, on the comparison and analysis of the rural human capital investment, as well as on the four factors which need to be paid attention to when we build the long-term mechanism about the rural youth human capital investment. About the way of research, it includes: ①This research relies on two questionnaires and four field surveys, which make the discussion and the judgment persuasive because they truly reflected the present conditions and demand of rural youth.②The SPSS data analyzing system is applied to treat all the surveying data. ③This research lay stress on practical operation and facts. A series of effective operating mechanism and implementing patterns are put forward. The major innovation can be found in the following 2 aspects. Firstly, there are some innovations about the topic and the conclusion. ①To study the rural youth from the angle of the human resource, is the first research done in the rural youth human resource, fills up the research blank concerning no more than 300 millions Chinese rural youth. ②By searching for the ways and the routes of rural youth human resource development, I draw a conclusion that it is the only way out to solve the "Agriculture, Rural Areas and Farmers"Issues. ③It breaks theresearch limit that studying the rural youth only from the viewing angle of the countryside. The issue of rural youth human resource development in china is studies in the international surroundings, with the precondition of building China to a moderate-living-standard society, with the backgrounds of special requirements of the international and national economical competition since China entry to the WTO. This leads to the correct direction, a high initial point, and the high standard, to study and develop the rural youth human resource issues in China. Secondly, there are innovations on system. They include: ①the "three-horse carriage"system of the rural youth education, ②the "dumbbell type"management system of the rural youth secondary education, ③the "spindle type"investment management system of the rural youth secondary education, ④the new security mechanism and system of the rural youth secondary education,⑤the new management system of the teachers of the rural senior middle school, ⑥the management system of the professional and technical training of the rural youth, ⑦the seven patterns which rely on the Rural Communist Youth League to exploit rural youth human resource, ⑧the "management modeling carbinol structure"and the management system of the rural youth center, ⑨the system connecting various rural youth organizations, economical entities and the government, and⑩the mechanism of leading and security which can attract the youth workers gone out to come back.
