Nowadays, human resource has become the most important strategic resource, the competition between enterprises comes down to the competition for talents. The market competitiveness of our state-owned enterprises is obviously enhanced after years of reform and development, and plays an important role gradually in the development of promoting economic society, the state-owned enterprises have to rely on arousing the people’s initiative and using talents, and think highly of the development of human resource to achieve their sustainable, healthy development. Youth human resource, as the most precious resource of enterprises, the effective development of whose great potential will play a crucial role in the enterprises’management and development.Yi Yang electric power bureau, as a large state-owned power supply enterprise subordinated to State Grid Corporation of China, is in the critical period of modern enterprises to accelerate the development of "one strength three advantages", the reform and development of enterprise urgently require to create a high-quality staff team who are politically steadfast, well regulated, professionally competent, strongly executive. The professional spirit, professional skill and comprehensive quality of vast numbers of young staff whose amount is more than half of the total enterprise will relate directly to the enterprise competitiveness. This paper designs the enterprises’development program of youth human resource by investigating and in-depth analyzing the present situation of youth human resource of Yi Yang electric power bureau. The implementation of the program is beneficial for building a platform and creating a good environment for the rapid growth and ability development of youth staff, and finally achieves the win-win goal of enterprises’ sustainable development of various causes and individual overall development of youth staff.
