A Study On The Policy Management System Of Hi-tech Industry

The rapid development of hi-tech industry has brought about profound impact on the pattern of world economy, politics and military since the 1960's of the 20th century. Nowadays, hi-tech industry has become the competition focus of modern international economy, science and technology, and it is the back-bone industry in the knowledge era. As the development level of hi-tech industry decides the international competitiveness and international position of a country, thus, many countries in the world positively formulate policies to promote, guide and support the development of hi-tech industry. Even the United States, which is the most developed in market economy, also spurs the development of its hi-tech industry and economy by through constantly improving its management system of science & technology, making strenuous efforts to support small-size enterprises, setting up perfect risk investment system, etc. Even more, the government's function and behavior on this aspect have already formed a kind of legal and regulation institutions, the support of government policy plays a crucial role for the development of hi-tech industry.Since the middle of 1980's, China has successively formulated a series of policies to promote the development of hi-tech industry, these policies provide an important guarantee for the development of domestic hi-tech industry, vigorously spur the development and strengthening of China's hi-tech industry, make China's hi-tech industry present a good development momentum. However, the study of hi-tech industry's policy making theories abroad and at home is currently not in-depth and systematic, the assessment theory, indexes and methods of hi-tech industry policy are still not in a state of system, the systematic management methods system and managerial regulations for formulating, carrying out and assessing hi-tech industry policy are not taking the shape. These problems are just the key problems for how to effectively give a full play to hi-tech industry policyin guiding and promoting hi-tech industry. Especially with China's access to WTO and the fastening of economic globalization, there is a greater need to study hi-tech industry policy and its management systematically and deeply, to establish a systematic management system and formulation institutions to work out hi-tech industry policy, to carry out and assess the policy. Thus, the study on the policy management system of hi-tech industry is of great theoretical value and guiding significance to consolidate the management of hi-tech industry policy, to give an effective play to the guiding and supporting function of hi-tech industry policy, and to promote the development of hi-tech industry.This dissertation defines the concepts and basic characters of hi-tech industry and industrial policy, systematically analyzes hi-tech industry's industrialization system, summarizes the current state of theories research and development tendency related to the management of hi-tech industry policy abroad and at home. Then, the dissertation puts forward a viewpoint to take hi-tech industrialization system's self-organization, hi-tech industry's innovation theory and hi-tech industry's cluster theory as the fundamental theories to formulate hi-tech industry policy, and carries out a theoretical analysis systematically, and theoretically analyzes the problems such as the assessing motives, the assessing standard and model of hi-tech industry policy. The theoretical viewpoints and analysis mentioned above form the policy making theory and policy assessment theory of hi-tech industry.Based on comprehensively analyzing the process of policy operation and its influence factors, hi-tech industry policy's influence factors, this dissertation puts forward and designs a set of policy management system including management institution, process management system and management guarantee system of hi-tech industry policy by using the thoughts of systems engineering and hi-tech industry's policy making theory, as a result, provides a systematic and standard model for the policy management of hi-tech industry; meanwhile, the thesis alsolays out the management institutions of hi-tech industry policy, provides an institutional guarantee for making the works in management process of hi-tech industry more effective, coordinate and in order, such as the policy making, policy carrying out and assessment.On the basis of summing up and analyzing the policy assessment system of hi-tech industry, this dissertation also systematically designs a policy assessment indexes system of hi-tech industry by using policy assessment theory of hi-tech industry, the indexes system includes principles on three aspects: policy result, policy efficiency and policy effect of hi-tech industry; also comes up with the standpoint that hi-tech industry's policy assessment is of a kind of multi-attribute comprehensive evaluation problem. The model has been verified to be scientific and practicable by through case-study, so provides a quantitative evaluation model for policy assessment of hi-tech industry, which is scientific, practicable and be of universal significance.The 3 sub-systems under the management system of hi-tech industry policy are interconnected and support each other, in which policy management institution is the prerequisite, policy process management is the target, and policy management guarantee system is the means of guarantee. Thus, the dissertation suggests that the nation set up policy management guarantee system including institutional guarantee, legal guarantee and environment guarantee, so as to keep hi-tech industry's policy management system to be systematic and effective.
