It is a significant problem concerned with transportation industry's fast and harmonious development in our country that form a comprehensive transportation system which accord with the rules of sustainable development and the conditions of our country, and also is a problem which emphasize not only theory but also practice. By the angle of sustainable development, this paper systematically analyze the regular pattern of comprehensive transport system in it's evolving, research into the forming system of comprehensive transportation system in market economic system. On basis of this, draw the basic outline of comprehensive transportation system of our country in the future and analyze its foundation. In the last, put out some ways and measures of realization. The main researches as follows:(1) Many functions and undesirable impacts of transportation industry in the development of society and economy are sum up and analyzed. And, points out some restrict factors of in the development of transportation industry. Sum up some economical characteristics of transportation industry form its input-output process and its production and management. Analysis shows that when energetically develop transportation industry, also should pay much attention to its undesirable impacts to society and resources and environment. And should not put undue emphasis on transportation industry's promoting roles to development of society and economy. When formulate transportation's development scale, development speed and structure of comprehensive transportation system, should comprehensively research and grasp transport demand's scale, structure and their trends.(2) From theory to practice, discoursed upon the technical and economical characteristics of various transport patterns, and significance of forming a reasonable comprehensive transportation system. And expounded the meaning and rules of transportation's sustainable development, as well as the relation between rationalization of comprehensive transportation system and transportation's sustainable development. It indicate that in the process of establishing and adjusting comprehensive transportation system, should based on transportation's sustainable development stratagem rationally locate their position of various transport patterns in the comprehensive transportation system, and accurately grasp changes of position.(3) Set up a factors system model by which explain the evolutional causes of comprehensive transportation system. And made a concrete analysis about the ties among factors and the process of their influencing on evolution of comprehensive transportation system. It indicated that there are common regular patterns in evolution of comprehensive transportation system, and the competition among, various transport patterns plays an important role. The characteristics of various transport patterns in supply and the characteristics of demand that decided by economic development jointly decide the competitive strength of various transport patterns, and sequentially decide the position of them in comprehensive transportation system. And point out some main problems in establishing comprehensive transportation system in our country. It indicated that although gained considerable achievements in development of comprehensive transportation system, but is still restricted by many problems such as total supply is not enough, technique level is lower in whole, administrate means of transport are not consummate.(6) According to the rules of transportation industry's sustainable development and based on analysis about basic change trends of transport demands in the future, put out the frame of our country's comprehensive transportation system in the future. It shows that compare to long-term development stratagem of economy and society and its demands to transportation industry; the absolute scale of various transport patterns is still not enough and need a stride. In the process of development, keep a reasonable structure of comprehensive transportation system.(7)Based on the conditions and the goal of comprehensive transportation system in the future, put forward some ways , which realize keep a reasonable structure of comprehensive transportation system and gives much analysis to that. It shows that should take many measures from technique, administration, and policy and increase pattern of transport industry to make the goal of comprehensive transportation system come true .The government must play its roles in formulating development plan and development process of transportation. By internalize negative externality to which transport industry brings in its operation and development, restricts the negative externality of transport industry. Accelerating progress of transport science and technology, shift increase pattern of transport industry, are key things in coming stage in development of comprehensive transportation system.
