The private economics plays more and more important role in the development of the national economy with the reform and opening up of China. In the past two decades, the quantity and the quality of private enterprises in China, especially in Zhejiang province, have been rapidly developing. However, private enterprises are confronted with the problems of low product quality and lag of technology, because of the lack of core technologies. An increasing number of Zhejiang private enterprises have opted to purchase technology, including advanced equipment, so that technology purchasing becomes the main manner of the technical progress of private enterprises in Zhejiang province.Even equipped with the advanced machinery, private enterprises in Zhejiang province are also faced with the weak power of technology innovation and intelligence property. How to improve technological capacity of private enterprises via technical progress, therefore, is the key for further developments of private enterprises.An intensive study on some important issues of technical progress about Zhejiang private enterprises, such as the path and the track of technical progress, technology information, technology source and obstacles of technical progress is performed. On the basis of positive analysis of Zhejiang private enterprises, more attention is paid on key issues of technology management, for example, technology achievement maturity degree (TAM) and the relationship between technology source and TAM The rule and the strategy of technical progress are revealed. The results will be of great significance to the development of Chinese private enterprises as well as national economy of China.This dissertation investigates several issues as follows:1. A dynamic viewpoint is applied to study the path and the track of technicalprogress. The condition, type, and motivation of choice for technical progress path are discussed. A two dimensions (technology capacity and time) model for technical progress path of private enterprises is proposed through the case study. Furthermore, numerical analysis of 213 Zhejiang private enterprises reveals a significant correlation between technology characteristic and technical progress path. Results on practical choice of technical progress path for private enterprises are presented.2. This dissertation studies the mode and characteristics either of technology information or of technology source on different kind of private enterprises. Some statistic methods, such as ANOVA, correlation analysis and regression analysis, are used in the research. The positive analysis reveals that three factors (R&D intensity, technology strength and management ability) have significant effect on the success rate of technology purchasing. Some countermeasure to improve the success rate of technology purchasing is proposed.3. This dissertation discusses some essential of technology achievement maturity degree (TAM), i.e. definition, measurement, uniqueness of measurement and element substitution. An expression, which is unique for calculating TAM, is proposed. Furthermore, the practical application of TAM and the effect of TAM on the choice of technology source are studied.4. Based on further analysis of the obstacle factors of technical progress, a positive analysis plan is designed. The structure framework of the obstacle factors of technical progress and the effect of each factor are discussed, respectively. Some proposal to promote the private enterprises' technical progress is put forward subsequently.5. To improve the management of talented people for private enterprises, the characteristics of talented people from the variable of contribution, facility of obtaining and stabilization are analyzed. The emphases for management of talented people are suggested, which benefits for the developments of private enterprises.
