This paper is looking at "sustainable development" and its economic problems, and seeks to reveal the theoretical basis of "sustainable development". The main features of this paper are the following: 1. Based on analysis of the existing studies of "sustainable development", the conclusion which the things of in the studies were unsystematic and it is necessary to build its theoretical basis was drew. 2. By way of analysis about the philosophy of between human being and nature, the axiology of nature, the classical theories such as philosophy and economics, the viewpoint which human needs can be classified to material needs, humane needs and ecological needs has been advanced. Based on the viewpoint as above, the paper attempts to unify a series of economic problems about "sustainable development" with the same logic. 3. Through discussing the relationship between each of material needs, humane needs , ecological needs and material input, humane input, ecological input, that all the social and economic behaviors of human being, all the relation of a person to an other or the others(not only "economic man" to "economic man"), the reasons of every unsustainable things, various economic problems of sustainable development (such as "economic man", "intergenerational equity") have been inferred. Through discussing the relationship between each of a private mass, a common mass, human being as a doer or as an accepter, the unsustainable economic problems (such as "commons tragedy", "externality", "free ride"), and the behavior rules fitting "sustainable development " have been inferred, too. In view of that human seek each of material needs, humane needs, ecological needs as a short-term goal, or a long-term goal ,or a historical goal, all the meanings of "development" and "poverty" have been described. 4. The paper analyses the problems such as the forming mechanism of unsustainable things, the balance between economic growth and environment protection, intergenerational equity, sustainable consumption, the meanings of development, and so on in great detail. It gives some reviews and knowledge of the author's own about those problems. And it advances several proposals about the problems as above to the practice economies. In brief, this paper gains a few fresh viewpoints about sustainable development economics. That unsystematic condition would improve a bit. At last that discuss the relation between a doer and an accepter is a new method to study "sustainable development".
