| Regional economic development is one of the key questions of big country's publicpolicy. Development is a theme of contemporary world, and also a theme of contemporaryChina. The 16th National Congress of Chinese Communist Party has pointed out clearly:"We must regard development as the first important task to keep the party in power and tomake the country prosperous". The mankind has already entered 21st century. No matterdeveloping countries, or developed countries, they face the severe development problems. Sothe development problems must be mentioned to human level to study well, and we mustobserve and solve the problems from this level. Economic development is a foundation ofsocial development, political development and human civilization progress. The regionaleconomy plays a very important role in the national economy. The national economicregionalizations and regional economic internationalization have already become two obvioustrends in the current international economy. However, a large number of documents indicatethat the proper theories have not been found to solve various imbalanced developmentproblems in the country's regions until now.Regional economic development needs motivation, and solves the motive force problemswhich have been studied for a long time as key fields such as regional economics, economicgeography, development economics and arrangement of productivity. The motivation ofdevelopment comes from peoples needs. Practice indicates that the regional economicdevelopment is the result that many key elements acting together. No key element can controlthe development of economy independently. Though each kind of key elements plays its ownand unique role in the economic course, because of the positions that different key elements ineconomic development are different, the functions they act on economic development are notthe same. This kind of situation has kept the value that every key element exists in economicdevelopment, and has also offered the new multidimensional visual angle for people to studyeconomic development. By the look of domestic and international regional economicdevelopment practice, either America which appeared "New Economy", or Japan "whichfounds a state by technology", economic development has power on insufficient issuegenerally. There are many aspects to trace its causes. But seen from the whole economyevolution and from operating mechanism, there seems to exist certain question in the keyelement disposition of the systematic motive force of economy. That is, various kinds of keyelements of motive force were not well-optimized and worked in coordination with each other.And this should be one of the important factors to restrict economic development.On the basis of the studies of domestic and international experts and scholars, this papertakes systematic science which is thought as the main thread, and has used multi-disciplinarytheories and methods synthetically, such as regional economics, development economics,quantity economics, economic geography, technological innovation study, new institutionaleconomics, management, and sociology, etc. From the angle of scientific development, thispaper structures the basic theoretical system of the regional economic dynamical developmentsystem and operating mode tentatively. By perspecting and analyzing the interaction ofregional economy system, dynamical system and its subsystem, we have probed more deeplyfrom the dynamical system and function mechanism to regional economic development, suchas self-organization, technological innovation, institutional innovation and dynamical systemof culture. We have put forward the concept of "the combining motive force network", andwe have defined it tentatively. This paper divides into eight chapters:Chapter one: introduction. It includes the research background, meaning of the thesis, thecurrent study situation both at home and abroad, overall thinking, main contents and theinnovation of the research as well as the thesis and deficiency of the thesis.Chapter two: The relevant theory the paper. We have mainly explained several basictheories of regional economic development as followings;they are regional economic growththeory, the balanced and imbalanced development theory, the dynamic principles of regionaleconomic development, the interior motive force principle, outer motive force principle andthe interaction of motive force in regional economic development. We have introduced thesystematic scientific theory and method;the development of modern systematic science andits main contribution, the integration course of systematic science and regional economictheory;we have analyzed several main schools of modern regional economics, and themergering trends to the regional economic theory of systematic science.Chapter three: According to the intension, the characteristic and key elements of theregional economy system, which we have analyzed and their complexity. It has explained thecourse of the regional economic development system and system development. In classifyingand analyzing the foundation about the key elements of regional economic development, weuse the ocular function model of strength while portraying the regional economy evolution ofthe mechanic principles;We have analyzed the interaction between regional economy system,dynamical system and its subsystem, and the function mechanism to the regional economicdevelopment;we have probed into the structure and function of regional economic dynamicaldevelopment system, and have carried on quantitative analysis to it;we also have put forwardthe concept of "the combining motive force network";we structure the operating mode of theregional economic dynamical development system tentatively.Chapter four: According to self-organization theory and the structure doctrine view aboutdissipating structure and synergetics. It is known that the function of self-organization wasrealized through the market and government in regional economic development. Throughanalyzing the influence that the structure changes effectively on regional economicdevelopment, and the characteristics of regional economic development and systematicdissipation structure. We analyze the function mechanisms that self-organization structuremotive force in the dynamical system effects on regional economic development. We haveprobed into the impact of change of leading industries on the regional economic evolutionespecially. Namely the regional economic evolution is a development and replacement thesisthe leading industries.Chapter five: From the rudiment of the innovative thought, the producing toSchumpeter's innovative theory and marking the development of technological innovationtheory. On the basis of summarizing the predecessors' study, and through analyzing theinterdependence of technological innovation and regional economic development, we pointout that the technological innovation is the decisive strength of regional economicdevelopment. According to the cost and income theory, we analyze that the encourage courseof the regional technological innovation. And we have proposed the operating mechanicmodel of regional scientific and technical innovation and evaluation of index system.Chapter six: Through analyzing the origin and evolution of the system, we haveexplained the economic growth factors in terms of innovation system, and we have deeplyexpounded the assurance function of system innovation in the regional economicdevelopment. Technological innovation and systematic innovation must be developed incoordination, and use the stochastic processing theory and the quantitative sociologicalmethod, we have set up the regional innovation coordination evolving models. According togame theory and the relative cost income theory, we have explained the interdependence andfunctional mechanism of technological innovation and institution innovation. That is systeminnovation which can create conditions for technological innovation, and make the directincome of technological innovation ensured. While the technological innovation can causesystematic innovation in certain cases, even can reduce the cost of some systematicinnovation.Chapter seven: We have reviewed the historical development of culture and regionalculture and announced the cultural motive force and structure. We have probed into thedependence of culture and economic development. We have described the important culturalinfluence on the factors of regional economic development, such as culture tendency, cultureidea and culture pattern, etc. We also have made a concrete analysis of the culturalconductional mechanism in cultural cost and the effect in regional economic development.Chapter eight: According to the complex characteristic of the social regional economicsystem, by screening the correlated index of the data to the social economic development(1999-2003) of Changchun, we have set up the dynamic emulation model for social economicdevelopment of Changchun tentatively, using the systematic dynamic method, and we havecarried on emulative simulation to the social economic development trend of Changchun inthe following 15 years.
