Research On Reasonable Land Using And Comprehensive Evaluation

In China, extensive and careless land use caused scale blind expansion, low efficiency land use, farming resources massive loss, and land resource system destruction; moreover, it also violated the land economic law, and restricted the social economy development. At present, the problems of population, resources, commissariat, and environment are very serious. We should mend previous land use mode, and establish scientific land use and synthetic evaluation model. We also need break through traditional conception and construct highly effective land use and reasonable scheme. At the same time, the ecology safe research is the advanced topic in reasonable land use, and it is research blank in China. The land ecology safe research opened the new mentality and the new method for land quality, and provided the recent information and the new way for land reasonable use.This research based on the system science theory, scientific development, sustainable development, position theory, and human-environment relationship theory. Through to the reasonable land use connotation analysis, existent problems and the driving influence analysis, this paper determined humanist, comprehensively coordinated the sustainable and reasonable land use, proposed some reasonable land use model which include the strict protection farming, intensive highly effective, the human-environment coordination, friendly environment. Fuzzy SOFM appraisal model which use the analytic hierarchy process, multi-linear return, fuzzy mathematics and the nerve network is applied to research reasonable land use. Integrated the theory research, universal compatible and rich content reasonable land use appraisal index system is proposed, which based on agriculture land, construction land, land ecological environment and the synthesis benefit.The research site chose Hunan Province. Hunan Province present land use situation and the main existence questions are analyzed. The whole province agriculture land, construction land, land ecologicalenvironment, land ecological security, and the synthesis benefit are appraised, which used comprehensive evaluation index system. The conclusions are follows: excellent land is the main agriculture land use; Changsha's construction land use level is high, Hengyang city, Yiyang city and Huaihua city construction land use level are low. The whole province land reasonable use countermeasure proposal and scientific appraisal are proposed.Finally, some countermeasures are proposed from the organization, management, and method, which include: establishment scientific land use overall plan; protection farmland; realization farmland total quantity dynamical equilibrium, reasonable use the storage quantity, promotion land highly effective integrated use, realization confiscation land compensates with the placement system, standard and unification land market, use the price release lever realization government modulation and controlment.The research innovation in this paper include: 1. Based on scientific development and reasonable land use driving influence, the conception of "humanist, comprehensively coordinates the sustainable land use" is endowed in reasonable land use. 2. New reasonable land use model which is based on human-environment harmony, centered in strictly protected farmland and highly integrated effective land use, friendly environment and optimized construction is proposed. A series of adaptive, systematic and pop-used reasonable land use appraisal system are projected. 3. Based on mighty space data dispose and analysis in GIS and effectively integrated in SOFM appraise model, SOFM-GIS space clustering model is constructed. This model is used in agriculture land classification for the first time, which provides scientific measurement for quantifying agriculture land amount, quality and distributing. 4. Land environment security appraisal use the measurement of ecological geochemistry investigation for the first time, which give a new method to reasonable land use appraisal. 5. For the first time the whole agriculture land, construction land, land ecological environment, land ecological security, and the synthesis benefit are evaluated in Hunan Province.Reasonable land use countermeasure is proposed, which used in land management, and got better social economy benefit.
