Research On The Strategic Coal Storage System For China Metropolis With Primary Energy Shortage

With China's economy increasing and entry into World Trade Organization (WTO), domestic city's size and amount were both enlarged,and some of them converged into three main metropolitan areas, which urge the energy demand dramatically.So most domestic metropolis with primary energy shortage,especially Beijing,Shanghai and Guanzhou,face a new challenge-the energy crisis.In another word the shortage of energy supply affects the each level of the metropolis in a unprecedented degree,brought profound influence for the municipal government management, business enterprise management and citizenry daily life etc.s.But the coal act as the main energy in most of these metropolis nowadays.Though in the city energy structure its ratio has descended, the total amounts still increase continuously, so it plays an important role for the metropolis energy safe.Consequently it is urgent and unavoidable to building up the coal strategic storage in these metropolis to ensure the energy safe and guarantee one of the decisive problems that city existence and development.This dissertation especially research on the problems of the coal strategic storage problem for these metropolis, Here are some contributions of this dissertation as following:1.Draw lessons from the developed countries in national petroleum strategic storage, put forward building up the metropolis coal strategic storage as soon as possible which in keeping with our country state of the nation.2.The concept,principle and functions of the metropolis coal strategic storage, and in going deep into the foundation of analyze the international local and economic condition, discuss metropolis coal strategy store inevitability and urgency.3.The metropolis coal scale design of the strategic storage, include in a specific way under definitely the metropolis coal target of the strategic storage and the premise of the design principles, with multiple methods, study the metropolis coal supply and demand trend estimate method, the factors which affect the decision model and scale design of the coal strategy storage.4.Research the metropolis coal management system of the strategic storage, including the history of our country energy management system, the application of the emergency organize theories to carry on organizing the structure design, and according to related person of benefits theories to choice the management mode.5.Based on theories of the risk management,research the risk control in strategic coal storage process.Finally,this dissertation give an example of Shanghai strategic coal strorage system ,which included its mangement system,storage scale etc.s.The findings on the metropolis strategic coal storage were accepted by accountable officials of Shanghai government, and it will also promote the investigation and development of related research in this area.
