In recent years, the trend of mineral globalization and internationalization has been further Strengthened."Decision of the State Council on Strengthening Geological Work" indicates that strong Chinese enterprises should be encouraged to explore and exploit major mineral resources abroad. In recent years, some Chinese barghes has explored some ways and accumulated proper experiences. How to choose the ideal target country for exploration and exploitation mineral resources is historical mission of an inescapable duty for the circle of theory.With all the regions exploiting their own particular advantages for mutual benefit and development is a chiefly condition for regional mining economic cooperation. Both Mongolia and Russia are rich in mineral resources. And many resources of these two countries can complement with those of China, in particular, with those of Heilongjiang Province. So Mongolia and Russia are optimum selection for establishing resource base for adjacent areas of China and Heilongjiang province. Some large amount of minerals of Heilongjiang, which is all important to the national economy and the people's livelihood, is emerge severe shortage and many cities with mineral-based economies are facing the problem that the resources has been exhausted and it is urgent to find alternative resources. Heilongjiang province, bordering on Mongolia and Russia, should exert its terra advantage and explore and exploit mineral resources in these two countries.The paper focuses on the issues facing Mongolia and Russia and Heilongjiang province as it tries to deal with initiatives aimed at exploiting, and making rational use of, mineral resources. It also compares the advantages of mineral resources in Mongolia and Russia with those of Heilongjiang and makes a quantitative analysis on mining investment environment in Mongolia and Russia;and this is followed by several policy suggestions based on the mining development of Heilongjiang.Firstly, According to the theory of comparative advantage, adopting the method of location quotient and designing the target of trade ratio, we can analyze thecomparative advantages of mineral resources in Mongolia and Russia and Heilongjiang, choose the advantage mineral resources of Mongolia and Russia as the target region for exploration and exploitation for China's, especially Heilongjiang's enterprises.Secondly, According to the theory of technological and economic appraisal, adopting cash flow method and choosing appraisal target, such as net present value and internal earning ratio;for the first time, technological and economic evaluation is given to the major mineral resources which Chinese enterprises have been purchased from Mongolia and Russia, so that we can investigate the economic results concerning exploration and exploitation.Thirdly, a series of target system for evaluation on overseas mining investment environment, which is in line with the situation of China, should be constituted. It is the first time to evaluate overseas mining investment environment by fuzzy mathematical method.In a word, the paper takes the initiative to compare the advantages of mineral resources both domestic and abroad and establishes the target system for the evaluation of overseas mining investment environment, which not only has an important application value but also is an innovation and exploration in terms of theory and method.
