Evaluation On Transnational Investment Environment For China Typical Scarce Mineral Resources

Analyses have been completed not only on the current status of mineral resource in China as well as the demand growth of mineral resource with national economic and social development in the coming decades and its cause, but also on the mineral resource demand guarantee. Definition of the types of some typical scarce mineral resources combined with demonstration of the necessity and trend of their multinational operation has been also made based on these analyses. Meanwhile, an introduction has been carried out on the relationship between investment and investment environment evaluation and the theories of investment environment and evaluation, with an emphasis on the principal, standard, factors, and especially current methods of investment environment evaluation. The analytic hierarchy process (AHP) is thought to be a suitable method of investment environment evaluation for multinational operation of the typical scarce resources on the basis of comprehensive comparison of suitable field, advantage and disadvantage of different investment environment evaluation methods. According to the characteristic of transnational business of mineral resource and opinions from some experts, a theoretical model for investment environment evaluation for multinational operation of the typical scarce resources is brought forward through adopting the adjusted Otto evaluation standards as investment environment evaluation factors and by using AHP, with a detailed demonstration on the method and process for using the model. A real investment environment evaluation is finished for multinational operation of sylvine resource in some countries surrounding China by using this model, and objective countries or regions for multinational operation of other typical scarce resources are preliminarily suggested. At last, some constructive suggestions to improve multinational operation and investment of mineral resource for our country are proposed based on the practice of transnational business of mineral resource.
