The state-owned forest area is a special area, with forestry resource as its main body resource. The significance of forestry in sustainable development has made the state-owned forest area the one of key area in our sustainable strategy. The sustainable development system of the state-owned forest area is mainly coupled by economic subsystem, ecological subsystem and social subsystem. At present, their development is in a non-synergetic and unsustainable state. While sustainable development is essentially "synergy-development-sustain" in uniform. Synergetic development is the chief and fundamental element, the key and specific works, the motive and method, as well as the guaranty and restriction for sustainable development.The key to arrive at sustainable development for the state-owned forest area is to explain the synergetic development mechanism of economic-ecological-social system, to reveal the moving law and state of synergetic development, innovative ecological, technical, institutional element to guaranty combined system being on the way to highly efficient synergism, to form complementary, mutually promoting and mutually merging coordinated and symbiotic synergetic development system of economic-ecological-social system.The paper is theoretically based on synergy theory, economic-ecological-social system theory, symbiosis theory and sustainable development theory. The paper proposes "sustainable development viability theory" and holds that the viability includes the synergetic ability and sustainability. Synergetic development can effectively enhance viability for sustainable development of the state-owned forest area.The paper puts forward that synergetic development mechanism of economic-ecological-social system of the state-owned forest area is an explicable system with "the goal of synergetic development, content of synergetic development, the state of synergetic development, the synergetic effect and the synergetic development logics (i.e. mechanism) " that connects them. The study on synergetic development mechanism equals to solving five fundamental problems of synergetic development.The goal for synergetic development for economic-ecological-social system of the state-owned forest area is: to arrive at economic developed of forest area, health forest ecology, stable forest area society and sustainable developed of forestry, to achieve every system's sound and highly efficient operation, to enhance sustainable viability of the state-owned forest area, with reasonable structure, highly efficient function, sound circulation, continuous evolution as the signal, with the aim to meet the demands of the state-owned forest area and national economy, ecology and social development.
