Study On Land Use Planning: A Perspective Of Behavior

With the deepening reformation of market economic system in China, the society structure becomes pluralized, the demands and motivations of land use are diversified, and the behavior of land use planning turns complicated. For adapting to the era development and constructing the mode of land use planning based on humanism, we should study the main body's behavior in land use planning. In this paper, knowledge of sociology, management and behavior were synthetically applied; the main body's value tropism, behavior character and its drive forces in land use planning were detailedly analyzed; the theory structure of land use planning in behavioral view was established; the real behaviors of land resource consumption and spatial land use were analyzed with applying ecological footprint and fractal theory respectively, and the measurements of land use planning control to these real behaviors were also point out.On the decision-making behavior in land use planning, this paper constructed a new land use planning decision-making system with emphasizing the value subject which is neglected in existing system; introduced "value tropism judgment" into the land use planning decision-making process and consummated the existing ones; trimmed the decision-making content with summarizing it into two types, four parts and eight emphases; summarized the land use planning decision-making model into three paradigms: normative paradigm, descriptive paradigm and evolution paradigm; expatiated the problems and its attributions in current land use planning decision-making and put forward two innovative conceits.On the behavior organizing in land use planning, this paper deemed that its connotation should include the behavior organizing of plan organizations in the process of planning decision-making and implementing and the space-time arrangement of future land use behavior in the planning production.
