Research On Forestry Industry Development In Guangxi Zhuang Autonomous Region

Forestry industry in Guangxi Zhuang Autonomous Region, an region's industry with superior advantage, plays a very important role in the region's economy. Based on a review of the current theories of forestry economics, industrial economics, green management and clean production, and in view of the region's forest resources and their utility prosperity, the dissertation systematically expounds the status quo, existing problems and the development trend of its forestry industry, expatiates on the general perspective of the region's forestry industry development strategy, puts forward the framework of establishing and perfecting the region's forestry industry system, and proposes some countermeasures for implementing the development strategy of the forestry industry in the region.The general perspective of the region's forestry industry development strategy is making forestry industry a supporting industry in the region and realizing the strategic goal of constructing the region into one with a powerful forestry industry, thus pointing out the long-term development orientation of the forestry industry in the region. The author brings forth in the dissertation that the strategic breakthroughs in the region's forestry industry lie in the development of forest-pulp-paper, forest-board, and forest-resin integrations. The goal of the strategy is to promote paper and/or board industry through and for the sustainable forest management. Thus it can guarantee the sustainable supply of the raw materials for the paper-making bases and ensure the continuous exertion of the overall ecological benefits, taking the three benefits, economic, ecological and social, into consideration.The framework of establishing and perfecting the region's forestry industry system includes programming systematically and restructuring rationally the spatial location of the region's forest industry; reallocating resources and materials, beginning with cultivating new forest resources, setting up bases for fast-growing wood forest and bases for famous, special, excellent, and novel economic forest, hence constructing the raw material system; constructing a powerful technical structure system through technological innovation; building a forestry industry system composed of processing industry of saw-wood, wood products and boards of various kinds, resin-related wood chemical industry, and industry of pulp and paper making; constructing the region's forestry industry product line system and organizational structure system; quickening the reform of the region's forestry industry businesses, forming the modern enterprise system both meeting the requirements of the socialist market economy and complying with the macro-position of forestry in the economy and the characteristics of the forestry industry.The countermeasures for implementing the development strategy of the forestry industry in the region are perfecting the current forestry industry policies and policy instruments, making policies in favor of supporting forestry industry, strictly following the industrial policy in forestry industry, and strengthening the guidance and management of the businesses in forestry industry; implementing...
