Early Warning Management Study To Investment Risk Of Regional Port Construction Project

The construction and investment on port projects are becoming hotter all around China in the new century. The ports constructions of China are showing some unbalance while they promote the regional social and economic development and create excellent benefits for port operators, which not only waste the valuable resources of the valuable shore lines and pollute the environment but also influence the regional politics and social stability. The risk of regional port construction and investment are paid attention by governments at different level as well as port investors. Previous study on port risk focused on the construction engineering risk and port operation risk while this paper unites the government governance of port with the port project itself inside the environmental change of regional society and economy to study the port investment risk structure, risk inducements and their early warning management system based on the theories of port plan, cooperation risk management theory, crisis management theory, early warning theory and countermeasure theory etc. by uniting the theories with the case study. The paper tried to give out a new guide of theory and practice about the regional port investment.The paper focuses its study on government governance of port investment and the port project itself to establish an analysis model of investment risk by analyzing the risk inducements, their characteristics and their laws etc. The malpractice of government governance of port investment policy is disclosed by case study. Based upon them, the paper establishes the inspection indexes and their system, their evaluation model as well as the early warning organization, the rule of the countermeasure in advance of the system.
