On The Incentive Mechanism Of Forest Cultivation In Northwest China

Forest just like lung of the earth is main part of terrestrial ecosystem. Northwest China is the key field of ecological environment construction with the development in west China, and one of the areas with worst ecological environment as well. Forest cultivation is employed basically to improve ecological environment.However, the motivation and power of forest cultivation stem from cultivating entries, so building incentive mechanism of forest cultivation is essential and beneficial to make ecological environment better in northwest China.This paper starts from analysis on basic process and traits of forest cultivation according to a series of theories such as marketing economics, incentive, forestry economics, property economics, political economics and so on, probes the main problems and causes with considering current situation in northwest area, and propose incentive system of forest cultivation. The purpose of this paper is to offer theoretical support and reference in improving ecological environment and enhancing initiative of forest cultivation.There are seven chapters in total.Chapter 1. Introduction.In this section, basic background, intention and significance of study and internal and external research are described chiefly, and study frame, methodology and innovations are presented as well.Chapter 2. Forest cultivation process and economics traits.In this section, conceptions of forest resource ,forest asset and forest cultivation are defined. As forest asset, forest is regarded to be a kind of special good besides attributes as a general good and its special traits and economic significance are discussed.Chapter 3. Current situations and problems of forest cultivation in Northwest China.In this section, based on expounded natural and social situation, forest resource status and traits and principal experiences and problems of forest cultivation in northwest area, it is concluded that less incentive leads to more problems in forest cultivation other than natural and historical causes. With analysis on questionnaires about initiative of forest cultivation entities, there are four influence factors summarized and whose forming process are dissected using the theories of market-uncontrol and government-uncontrol. This section points out the intention and orientation of incentive system of forestry cultivation and plays a important role in connection whole text.
