Study On The Market Mechanism For Ecological Forest In West China

Ecological forest is very important to the sustainable development of environment, but the condition of the construction of ecological forest is not very optimism. Study its causes, it's because the construction system of ecological forest have problem that the operate efficiency is quite low which determined by the supply system which produced and provided by government. This thesis concluded on the basis of the summarization of the domestic and international study, tried to introduce the market mechanisms into the ecological forest construction, by designing two types of ecological forest construction market mechanism to solve the problem of planned system, so as to providing some suggestion for the western ecological forest construction.The thesis included 6 parts, Chapter 1 briefly described the research background, purpose and meaning, outlined the domestic and international research developments, defined the scope of the study, and established the research idea and research methods, all of those have laid a solid foundation for the follow-up study. Chapter 2 recalled the basic theory of the ecological forest's construction. Firstly, the thesis defined the concepts of ecological forest and other concepts related. Then, the thesis introduced the theory of the ecological forest construction and analyzed that combined with the characteristics of the ecological forest. Chapter 3 reviewed the history of the western ecological forest construction, and analyzed that status. On that basis, the paper pointed out some problems in the ecological forest construction. Chapter 4 proposed the construction of the market mechanism for ecological forest construction. This chapter first analyzed the necessity and feasibility of the market mechanism construction, then introduced two types of market mechanism, that is independent trading mechanism and the government purchase mechanism, and elaborated the relationship between them. Chapter 5 discussed the autonomous trading mechanism of the ecological forest construction. This chapter concretely analyzed three realization way of market mechanism, that are the carbon sink transactions, forest eco-tourism and biodiversity trading market mechanisms. This chapter focused on the design of the carbon trading market factors and the market operation mechanism, and combined with data to discuss the role and status of the western market in the domestic market and those of the Chinese market in the international market. Chapter 6 discussed the purchase mechanism of ecological forest construction. This chapter defined the concepts of eco-purchase, and proposed the two stages purchase: divided the eco-purchase into ecological creation and eco-management, and discussed the implementation of eco-purchase from the aspect of purchase type, the definition of purchase target, the purchase practice, the purchase price, the purchase steps and organization of the government. Then the thesis evaluated the eco-economic benefits of the eco-purchase and designs the sources of funding for the purchase. Finally, combine with the date of WU Qi County in northern Shaanxi, the paper made budget for the second-stage purchase, evaluated the ecological benefits of the eco-purchase, and demonstrated the feasibility of ecological purchase.
