With urbanization and the acceleration of urban modernization process,the drawbacks of traditional city management and the concepts, system and methodsof traditional urban investment are more and more outstanding, and their restrictionon city's development is more and more obvious. Proper City Management, as abrand-new idea of urban construction and development, and as a kind of beneficialexploration, receives extensive attention. But city is different from urban area. It iscomposed of executive urban areas. The idea and method of managing the city can'tsimply be used in the urban area. This thesis attempts a systematic and theoreticalanalysis on urban management, discusses the similarities and differences of citymanagement and urban management, and explores routes and methods of urbanmanagement. It provides reference for decision as to the improvement of city andurban competitiveness and the advancement of urbanization and city modernization.The thesis firstly analyzes the purpose of urban management, in another word, thepurpose of urban management lies in promoting urban competitiveness.
