A Study On Entrepreneur Human Capital Operation Of State-Owned Enterprises In Chinese Transformational Economy

Human capital is the cause of enterprise development, enterprises can develop enduring competence and achieve long-term economic target only by human capital operation. Entrepreneur human capital is the core human capital of enterprises and the key factor to decide the enterprise performance, therefore, entrepreneur human capital operation is the sticking point of enterprise human capital operation.Along with the economic system transformation from planned economy to market economy, state-owened enterprises became genuine market enterprises after system reform, but many deep-seated problems still exist in the entrepreneur human capital operation mechanism. Entrepreneurs of state-owned enterprises are not chosen in market but nominated by the government. the incentive and restriction mechanism for entrepreneurs is freakish, and exit mechanism for entrepreneurs is also absent. Therefore, it is a very important task for state-owned enterprises to reform and innovate the entrepreneur human capital operation mechanism.Based on others'studies, the thesis studies the human capital operation model and entrepreneur human capital operation model in view of the liability characteristic of human capital. After analyses the defects of entrepreneur human capital operation mechanism in Chinese transformational economy, the thesis discusses the innovation routes of the entrepreneur human capital operation mechanism for state-owned enterprises, then designs some models for entrepreneur human capital operation, and chooses one typical state-owned enterprise to demonstrate.
