The Research On Financial Supporting System Of Industrial Policy In China

The financial supporting system (FSS) for industrial policy has been played an important role in the development of industry in China, especially the pillar industry, the leading industry and the regional coordination. It has been proved by the new industrialization and affluent society's construction that the proper FSS for industrial policy has great significance in theory and practice in the promotion of financial deepen, coordinate development of industrial economy and the improvement of international competition of industry in China.In this dissertation, it's presented the system research of FSS for the industrial policy in China on the basis of industrial economics, finance, regional economics and fiscal science which used the foreign experiences as a source of reference and considered the current conditions.First, it's analyzed that the influence factors and the mechanism of financial support for industrial policy; the realization of industrial policy target by the functions of capital formation, capital conduction, capital centralism, risk management and information exposure, main problems existing in the financial supporting for industrial policy of China, influences of financial supporting methods which is characterized as heavy government intervenes and monetary policy domination to the finance development and industrial achievements in China using the foreign countries' experiences, and the comparison of practice and its performance in financial support of industrial policy between domestic and foreign countries.Second, it's discussed elements and basic structure of FSS for industrial policy in China. According to the intrinsic request of scientific development concept and taking scientific opinions of financial development as the instruction, it is presented that financial resources allocation should be based on mercerization mechanism and realize the transformation of policy framework for financial supporting, namely, set up a function reasonable and closely cooperation structure of financial supporting industrial policy which combined the monetary policy, financial supervision policy and financial industrial policy and is dominated by...
