Stockbreeding in Inner Mongolia Steppe dates back to several thousands years ago. Since then, the utilization and management level of grassland by human being has made huge advances, and the productivity of animal husbandry has improved rapidly, especially after the 1980s. But along with it, there came an unprecedented crisis of utilization on grassland resources. The environment and resources continued to deteriorate with a rapid speed. It is one of the challenges facing Inner Mongolia Autonomous Region in the new century that how to think of the conflict of rapid economic growth and grassland deterioration, and that how to solve it.It is increasingly a consensus among scientific researchers that social system and economic system rely on ecological system and that the dynamics of ecological system is largely affected by human activity. Following the principles of ecologic economics and other disciplines, this article analyzes the management issue of grassland resources from a new perspective.According to the analysis of Yijiahe state ranch's landscape and ecological economic system of Xi Meng, and combining it with the uncertainty feature of typical steppe, the article conducts a comprehensive study on development of ecological economy with human interference. The main results could be drawn as followed:1, As showed by multispectral satellite image data analysis, sandy area and cultivated land obviously increased under the influence of human being, while grassland decreased very much at Yijiahe state ranch. The amount of shifting sand area tripled to 3380 hectares, while grassland decreased 29%, from 10974 hectares in 1987 to 7800 hectares in 1999.The landscape shape index(LSI) increased from 169 in 1987 to 171 in 1999, and the LSI of grassland and shifting sand area increased, on the contrary, The LSI of cultivated land decreased . The patch ratio of perimeter against area(PRPA) showed the same results. In 1999, the PRPA of high productive grassland was 147.6, compared to 99.1 in 1987 , while the PRPA of low productive grassland was 89.4, 43.2% increase from 62.4 in 1987.So under human disturbance, the original kind of lands become more fragmental, with the cultivated land more in order.In 1999, the fractal dimension was 1.863, up from 1.811 in 1987, which shows a more complex landscape of Yijiahe area, especially the grassland in 1999.The landscape analysis showed that the landscape became dominated by few kinds of land, such as sandy land, cultivated land. The dominance index of total Yijiahe's landscape increased from 1.29 in 1987 to 1.45 in 1999.In sum, the influence of human being has been a large driving force in landscape transformation.
