Institution of road vehicle passage has a promoting role on road building, but there are quite a few problems on set of toll station and toll administration which can't be ignored. These problems have impaired the interest of road customer. Public opinion that road toll institution is rebuked causes passiveness to communication administration department and has an indirect effect on the proceeding of national economy development. Toll road administration ordinance which is promulgated in 2004 definitely brings forward that people's government should take active measures to promote highway building and that highway development should mostly keep at non-toll road and properly develop toll road. This ordinance will have a great effect on development policy and development scale of toll road in the future.This paper firstly introduces domestic and overseas toll road development career and development policy evolution, and than puts forward that a series of problems of toll road existence holdup the role of road toll policy further playing, so it is necessary to deeply study theory reference and policy reference of road toll policy and to support the role of road toll policy playing in theory and policy. With the conditions that nation road net planning, source structure of road building capital and toll road policy don't change greatly, this paper forecasts the total amount of toll road development scale with margin analysis theory and econometrics model, by east China, west China and middle China, on the basis of a large of history datum and research on toll road development in Hebei province. By national expressway development planning, this paper also forecasts the amount of toll road development scale with reasonable appraisal to road building capital breach in the future. The result of the two ways is convergent and consistent. By the forecasting result, it is found that as long as government's transfer loss in tax-free institution is over welfare loss in toll institution, the existence of toll institution has chronicity.
