Coal-fired power planning which involves environmental problems such as SO2 pollution, has been influenced more evidently by the strengthening and improving environmental policies of SO2-emission reduction during the 11th Five-Year, therefore, identifying the impact and seeking ways to face the challenge of environmental predicament for the coal-fired power planning is of great importance and necessity.In this paper, a mixed-integer linear coal-fired power planning model has been developted, into which then incorporated the total emission of SO2 as constraint and analysised the impact of control targets for the total emission of SO2 in coal-fired power plants;Also, a mixed 0-1 quadratic nonlinear planning model for flue gas desulfurization, which could provide technical support for regional restriction and coal-fired power plants in an area, has been formulated, and estimated the optimum "expand" value of the regional total emission of SO2 through the genetic algorithm toolbox.
