Industrial economy is the dominant position in the national economy.It is also an important basis for measuring the level of productivity development in a country or region.Since the reform and opening up,the industrial economy in Jiangxi Province has continued to develop at a high speed.By the end of 2017,the industrial added value in Jiangxi Province has reached 830 billion yuan.However,the rapid development of the industrial economy has brought a series of problems such as overcapacity,backward technology,overinvestment,and low production efficiency.Especially in the adjustment of the industrial economic structure led by efficiency,the proportion of industrial industries in Jiangxi Province will continue to expand and increase,there is no doubt that industry,as a strategic pillar industry of the overall economy of Jiangxi Province,has improved the industrial productivity of Jiangxi Province as the key to achieving economic development and economic transformation in Jiangxi Province.In this paper,we use carbon emissions to constrain industrial total factor productivity as the research framework.First,this paper analyzes the industrial economic development,energy consumption and industrial CO2 emissions in Jiangxi Province.Second,taking into account capital,energy,labor,and other input factors,and using CO2 emissions as an environmental constraint,industrial value added as a product factor,We use Malmquist and Malmquist-Luenberger productivity index to measure the industrial total factor productivity?TFP?with two cases of CO2 and no CO2 respectively in the 11 city in Jiangxi province for 2003-2015 years,and from two perspectives of time series and space.Then,we use the mixed OLS model,fixed effect model and random effect model to test the industrial structure factor,energy factor and opening degree index to explore the influence of the total factor productivity of Jiangxi province industry;finally,according to the results of empirical analysis,we put forward relevant policy suggestions.The study finds that:?1?the proportion of Jiangxi's industrial economy to GDP has been continuously improved;heavy industry accounts for a relatively high proportion in industry,and its growth rate is obvious.The total amount of carbon emissions in Jiangxi is increasing,but the trend of growth is slowing down.However,the difference between cities is large.The intensity of carbon emissions shows that the carbon emission intensity of Jiangxi has increased significantly in the 2011-2015 years of the sample period.?2?We measure the industrial total factor productivity under the constraints of CO2 and non-CO2 emissions in Jiangxi Province.We find that the ML index under consideration of CO2 emission constraints is lower than that under the CO2 emission constraints.The M index overestimates the total factor productivity of industries in various cities in Jiangxi Province.?3?The total industrial productivity growth under the carbon emissions in Jiangxi Province from 2003 to 2015 is quite different and has certain volatility.Positive growth was observed in other years,indicating that overall industrial factor productivity in Jiangxi Province has grown,and this increase has mainly been caused by technological changes.In addition to Pingxiang City?5.42%?,the total factor growth rate of other cities in all cities in Jiangxi Province was more than 10%.Technological changes and technical efficiency changes in local cities played a progressive role in the growth of TFP.The influencing factors of TFP under the constraint of carbon emissions in Jiangxi Province are affected by a large number of factors,including a significant positive impact on the industrial scale structure,industrial development level,and the level of opening up to the outside world.There are positive effects on the severity of industrial structure,industrial energy structure,and industrial energy intensity.However,it is not significant;the industrial property structure has a significant negative effect.Finally,based on the empirical analysis results,the paper gives corresponding policy measures,including increasing the total industrial output value,promoting the increase of wealth,and raising the industrial productivity level under the constraints of carbon emissions.Promote industrial restructuring and transform growth and development models.We will adjust the energy structure,give priority to the development and utilization of clean energy,and promote energy conservation and emission reduction.Improve the use of foreign capital and introduce advanced technologies.The government must have relevant supporting measures to formulate reasonable policies.Accelerate the reform of the property rights structure of industrial enterprises and reduce the proportion of state-owned enterprises.
