After analyzing the institutional and resource's conditions that Chinese urbanization has been in face of, this paper sets up a new general equilibrium model including urban and rural sections, with introducing land resource and rural section into Henderson et al.'s urban general equilibrium models. Based on this new model, we analyze the basic characteristics of Chinese urbanization during transforming period, then the empirical analysis proves the theoretical conclusions with the data of more than two hundreds Chinese cities from 1998 to 2003. Then, we put the governmental actions into the new basic model and develop several extended models. Depending on these extended models, we discuss the policies'effects on Chinese urbanization, like the land usage controls, public finance and migration limiting etc.Through these analyses, we draw several conclusions.(1) Chinese per capita productivity has positive relationship with the city size and urbanization's level, that's to say larger city size or higher urbanization's level means bigger per capita productivity.(2) If local government can control the urban constructing land, then per capita constructing land has the sole equilibrium value under the Tiebout's condition. And urbanization's level has obviously positive relationship with per capita land resource in the whole urban area . And per capita constructing land has negative relationship with urbanization's level, but positive with per capita non-agricultural productivity, and with the per capita land resource increasing, the city size will be appearing the U-shape's change.(3) Providing local government can provide local public goods in cities through taxation, then the theoretical analyses have proved that income tax rate has only equilibrium value on the conditions of Tiebout economy without public debt market , and with the tax rate increasing, the city size, government spending and citizen's income will be appearing reserve U-shape's change.
