Study On The Management Informatization Construction Of Forestry Ecological Engineering In China

Taking China's Forestry Ecological Engineering (FEE) as the research object, based on the informatization theories and practices, a groping study on FEE's management informatization construction is made with the theorectical & practical, and inductive & deductive methodologies. This paper analyses the research progress and practices of forestry informatization and FEE's informatization construction, and the current problems of the management informatization construction of FEE in China; based on the analysis of FEE's information features consisting of complexity, interleaving, and multilayer, the theoretical points are summarized and induced according to the FEE's management informatization construction requirements; a general framework which includes FEE's forest resource management and monitoring, project management, and social service is put forward; a technical level framework and technical mode at each level are established.Based on the above analysis and study, the conclusion and innovation points are as follows:Firstly, based on the aspect that FEE's informatiztion construction should meet the timely and comprehensive information requirements from the society, environment, and FEE construction, the basic features including synthesis, timeliness, level, diversity, and extensity of FEE's information requirement are analysed; the diversity of information output is analysed from the aspects of directly and indirectly information requirements, and the multilayer and interleaving of information mining and use from the points of information using object, level, type, and department are also analysed, and the technical demand of FEE's information requirement is also involved.Secondly, based on the production and research achievements in the relating informatization construction, the fundamental questions that the management informatization construction of FEE involves have been summarized and induced in the view of theory, and then the point of theory architecture of FEE's management informatization construction composed of fundamental theory, principal theory, and supporting theory on FEE's management informatization construction has been brought forward. The informatics and information system theories belong to the fundamental theory architecture; information ecology, information value chain, and information coordination theories are in the scope of principal theory architecture of FEE's management informatization construction; the information sustainability theory is in the supporting theory architecture of FEE's management informatization construction. And the above theories are expounded in the paper.Thirdly, the points of dynamic balance of information ecology and value add in the information value chain are put forward. There are two types of information ecology balance including junior and senior balances, the first one means that the information system can normally run and meet the demands of FEE's management, and harmonize with the FEE's construction architecture; the other means that the informatization construction can coordinate with the national macro-economic environment, the functions of information system can extend outside FEE's construction, and the information resource can be exerted and used to the greatest extent which is the result of information ecology evolves in the positive direction. There are two means to realize the information resource value maximization, connotation value add is the value representation in the state of junior balance of information system, and the extension value add is the expression of its senior balance state.Fourthly, the technical mode framework on the FEE's management informatization construction consisting of network platform level, system structure level, information processing level, and business management level is brought forward. FEE's CRM (Customer Relationship Management) and FEE's SCM (Supply Chain Management) are to realize the extension and expansion of forestry ecology value chain to attain to the senior balance of information ecology, and FEE's ERP (Enterprise Resource Planning) is to meet the connotation development of forestry ecology value chain to reach the junior balance state of information ecology.Fifthly, based on the sum-up of existing information system construction contents combing with the requirement analysis of FEE's management business, the FEE's manangement informatization business content is included and induced, the point that the technical framework of FEE's informatization construction is based on the ecological industry economy under the background of market economy is put forward through considering the society and economy of FEE's construction in the point of in the extracting commonness and project management. Based on the relating information system construction contents, the function structure of FEE's management informatizaiton construction is concluded, and a universal framework of FEE's management informatizaiton construction is summarized and induced, which includes forest resource management and monitoring, and FEE's construction projectmanagement.Lastly, an application study is made under the guidance of theory architecture, technical mode framework, and the universal framework of the management informatization construction of FEE, taking the project of national forest resource management information system as an application object, a part validation study of the universal framework is made.
