With the growing intension of the market competition and the accelerating speed of the product updating day by day, more and more enterprises have realized that R&D projects played a vital role to the strengthening of the enterprise's market competition ability, and regarded the R&D management as the enterprises' strategies. However, there are lots of R&D projects which could not to be able to achieve the anticipated goal, such as the cost was high excessively, the schedule was postponed, the quality could not be guaranteed and so on. It is due to project management mainly besides some technical reasons. Therefore, how to strengthen the R&D project management, and how to enhance the R&D project performance have become a hot topic in the research field and practice of the R&D project management.Some enterprises have introduced the thought of standardization to R&D project management for strengthening the R&D project management and enhancing the project performance from the practices of R&D project management perspective. They believed that the R&D project management standardization (PMS) will manage the process of the R&D effectively, and thus facilitate realizing the projects' goals. But there are also some other enterprises who opposed the use of the standardized project management (SPM). They believed that the unique culture and the high uncertainty of the R&D projects did not adapt using SPM. Therefore, it can be seen that the thought of PMS has not been used in the R&D project management practice widely. Literature reviewing has showed that the existing study includes the setting of the standards, economic effect of the standardization, the influence of the standardization on product quality, and so on mainly, and there were few study on the influence of the standardization on R&D, and there were so many conclusions based on the theory analysis that there was few consistent conclusion and experimental research. Therefore, no matter it is in the project management practice work, or in the fundamental research domain related to the research and development project management, the research and development project management standardization is a controversial issue. How will the SPM affect the performance of the R&D projects? How will the PMS affect the project performances? No matter in the practices in the enterprises or in the area of theory research, a thorough research into the relationship between the standardization of project management and the performance of research project will have a significant meaning.
