In recent years, as the urbanization speeding up in China, city regions and population continue to expand which cause demand for land increasing rapidly. As land resource is in wide shortage in China, the contradiction of supply and demand for each type of land (including farmland, construction-land and eco-land) are becoming increasingly acute. On the one hand, vast population and limited land made gross land be in short supply, therefore, the quantitative extensive growth is difficult to continue; on the other hand, the low efficiency of land-use and unreasonable land structure cause spare and waste in existing land. Aim for the realistic background of land-use, the ideas of intensive land-use have been built up in many cities in China and explored in practice. As the abuilding international metropolis and economic center of the Rounding Bohai Area, Tianjin city has paid more attention in land utilization. The special revision series of land planning had been carried out by the government of Tianjin since 2004. Thus, under the consignment of Tianjin Planning and Land Resources Bureau, the school of management in Tianjin University has taken the study of the revision series 7"the evaluation system of land intensive utilization and the management research of planning and apply in Tianjin", which the aim is to establish a reasonable and workable basis of quantitative land-use approval in order to promote land intensive utilization.This article, which relies on such study as its theory basis, definitely points out that taking the road, which is denotative land digging and improving land-use efficiency, is the natural choice for urbanization development and resolving contradiction of supply and demand of each type of land. Through establishing urban land-use system and its three subsystems, different quantitative methods have been utilized from macro and middle layers to evaluate and compare the intensive extent for every system and subsystems. It is the first time to make a systemic theory analysis and evaluation study on the land intensive utilization field, and then the measures have been proposed.The main innovation of this article includes:â‘ the new connotation of urban land intensive utilization has been defined: Under the guidance of significant thought of"constructing harmonious socialist society",the new connotation of urban land intensive utilization based on the macro-layer has been defined in this article;â‘¡the new evaluation index system of urban land intensive utilization has been constructed: It is the first time to choose the urban land-use system integration as the evaluation subject of intensive extent from macro-layer, and also firstly choose the three subsystems as the evaluation subject of intensive extent from middle-layer in this article. Therefore, the selected angles and implications of evaluation indexes of every system and subsystems are different from the former researches but corresponding to intensive connotations of every land types;â‘¢the evaluation achievements of intensive extent of different land-use types which aimed for Tianjin city has been gained firstly: Through adopting four different kinds of quantitative evaluation models for land-use system and its three subsystems in Tianjin, and combining with data from field investigation, the evaluation results of intensive extent of every systems has been gained firstly;â‘£the measures and proposal aimed for the characteristics, land-use development and different land types of Tianjin, which improve intensive extent have been given: Take Tianjin as practical subject, the advice has been given based on particularly analyzing outstanding issues of every land-use systems in Tianjin. So, it has been strictly avoided that measures always are empty promises.
