Research On The Harmonious Development Of Chinese Regional Finance

As a big developing country with vary differences in economic regions, the main character of unbalance development in the field of economy and finance is a basic situation of China. In recently years, the enlargement of unbalance development between different regions has become an important factor to restrict the harmonious development of China. The tendency in the development of finance, pay more attention to the enlargement of the gross quantity than the improvement of quality, has seriously restrict a further improvement of the gross financial efficiency of China. This situation would be more seriously in the"eleven five"planning period, namely the period of the ending of the protection period after entering the WTO, namely the period of the transition and development of the whole finance industry. How to carry out the idea of scientific development in the field of finance, and exert the adjust function of the finance industry in the development of regional economic development, is a difficulty we faced. To solve this problem, we need to improve the financial operation efficiency and pay attention to the harmony of every scale of the finance system. However, most of the former researches on the development of finance harmony are from the aspect of the whole country, few are from the aspect of inside regions of one country. Furthermore, the constitution of policies always omits the differences between regions, which would influence not only the healthy and harmonious development of regions'economies but the results of macro-finance control and finance reform. Based on these, the thesis chooses the Chinese regional finance'harmonious development as the research theme, try to find out whether the way of Chinese regional finance development fulfill the commonly law of the relation between finance and economy from the theoretical angle and the empirical angle, and provide theoretical evidence and policy suggestions for reducing the distance between different regions and stimulate harmonious development. The regional finance harmonious developing theory that the thesis provide is a new sub-subject, which is based on regional harmonious theory, combined with finance development theory, regional finance theory and finance ever-development theory. In the practice, the finance system of China is dominated by the commercial bank, also in the regional scale, so the analysis of the thesis is mainly on the commercial bank industry. By the theoretical analysis to the regional finance harmonious development and the practical application to the practical regional unbalance in China, the thesis provides correspond settlements to stimulate the harmonious development of the finance system, increase the operation efficiency, achieve the aim of regional economy development and the whole country's economy harmonious development. The thesis uses a main- separate frame: chapter 1 is an introduction; chapter 2 is a reality analysis and questions providing; chapter 3 is a main theory analysis of the regional finance harmonious development; chapters 4 and 5 is a review about two aspects (intermediate and supervise) of the in-region harmonious development; chapter 6 and 7 is a review about two aspects (other problems and policy) of the out-region harmonious development; chapter 8 is the ending of the thesis, contains a conclusion, policy suggestions and problems needed further research.The thesis provides the theory of regional finance harmonious development which is based on the theory of finance harmony,the theory of regional finance and the theory of finance development.Combining with the development degree fact of Chinese regional finance, the thesis emphasises four aspects of the reginal finance harmonious development, and gets porper research conclusions. The conclusions and the innovations of the thesis are as follows:Firstly, the clarity of the meaning and the scope of the regional finance harmonious development. The thesis suggests that the concept of the regional finance harmonious development means not only the harmony of the regional finance industry, but also the properly allocation between regions in the field of finance development. The thesis also suggests that to fuifill the harmonious development of regional finance, the basic core finance resource,the intermediate finance resource and the whole functional higher layer finance resource should be properly and efficiently developed and allocated.Secondly, the setup of the main standards to measure the harmonious development degree regional finance. The thesis suggests that the true meaning of the regional finance harmonious development is the efficiency of the regional allocation of finance resources, namely the improvement of the competition ability and efficiency of regional finance industries. The core is to see whether the regional finance functions be efficitively worked, the market allocation degree of the regional finance resource and the satisfactory degree of the demand of regional economy development to the supply of regional finance reach the"Pareto efficiency".Thirdly, the thesis provides the analysis of the structure and main content of the theory of regional finance harmonious development. The thesis has set up a math model and a theory analysis framework of the theory of regional finance harmonious development. The thesis emphasizes the two parts of inside and outside of the regional finance and four aspects (instition, supervision, regions and policies) of the framework.Fourthly, the thesis provides the channel of the cowork between different regional finance institutions and the financial risk defensive methods, which have some emipircal implications.Fifthly, the thesis provides concerned political suggestions with the Chinese practices. It suggests that we should based on the themes of"harmony between different and coexistence"and"harmony between fair and efficiency", take advantage of harmonious useness of the hand of market and the hand of government, bulid up a effective and strong harmony mechasim of the Chinese regional finance harmonious development, fuifill the best allocation of resources, and bulid up a new mode of regional finance development.At last, the thesis uses the game theory to analysis the problem of harmony game between regional supervise institutions, which has some theortical value and provides a foundation for the further research.As a boldly attempt, I provide the theory of regional finance harmonious development, which inevitably has many errors. Furthermore, two parts and four aspects may include most content of the regional finance harmony, but omition seems inevitable. The first is the content, the second is the method. We hope these problems can be explored by researchers who are interested in the regional harmonious development. We sincerely hope this thesis can offer a guide to the further research and the practical activities.
