As the record of Ecological Systems, forest breeds human being and promotes quantity of life. Forest resources as the base of development of human, plays the core role in obtaining economic benefits, social benefits and ecological benefits. However, because of various complicated causes, our forest resources are destroyed so heavily that forest reign society is in a dilemma, especially in state-owned forest region,"Two Crises"have directly affected the effects of reform and the building of the harmonious society. Tracing it to its cause, stateowned forest resource property right system not only is the key reason that causing problems, but also the starting point and the goal.Complying with the inherent law of institutional changes, State-owned forest resource property right system decide the opportunity, path of changes and benefit target, in which cost is relatively lower and benefit is relatively higher. Institutional changes not only make a great contribution to development of forest economy, but also offer the prospective development space to property right institutional reform. Therefore, property right institutional reform has great reality, necessity and feasibility. Just because state-owned forest resource has these disadvantages, such as the scarcity of public goods, externalities, open-access, divisibility of property right, property right reform is the perfect way to solve such problems.At present, such problems in practical areas of China stated-owned forest property rights institution, as insufficient theoretical basis, unclear property rights, property-rights model's lack of innovation, lagged state ownership system, lack of market mechanism, disharmony of relative laws and regulations, block healthy development of property right institutions. Basing on divisibility theoretical analysis of state-owned forest property rights, this paper analyzes state-owned forest property rights' restrictive conditions and confinement factors. Moreover, it suggests differentiation of stated-owned forest property rights and offers diversified optional property right's innovation models which analyzes the real right characteristics from ownership to satisfy property right exchange's condition according to state-owned forest's conditions. In the way of making the market operates goal, establishing the market operates assessment organization, setting up normative property right market, broadening financing channels, creating dual-track Insurance System and realizing the worker's identity replacement, elementary objects of property right reform are accomplished. Through completely analysis Property right reform is the fundamental resolution to"Two Crises"in state-owned forest region, and necessary implementation of relative institution is essential to achieve necessary conditions of reform goals. Take the state-owned forest property rights institutional reform in the City Yichun as an example, this paper points out achievements, main problems and countermeasures of the reform.In this paper, state-owned forest property right institutional reform is to change current forest ownership structure and broad civilian area in state-owned forest. After asset evaluation, current usufruct and ownership of state-owned forest are compartmentalized into several shares which are distributed to workers in the state-owned forest industry corporations regularly. Through separating management right from ownership, corporation management system reforms are realized and stuff identities also are changed, which provides necessary conditions to state-owned forest resource exchange. State-owned forest resources are managed under market law in order to service for optimizing forest resources.
