The research method of this paper on the theory of property system from the perspective of economics, is to reduce transaction cost, with only standard of the property rights, social benefits from the perspective of combining Chinese public property expected, studies the property rights of state-owned enterprises in China has its own characteristics, through the introduction of the basic concept, the establishment of China’s state-owned enterprises property right structure function, the review of the existing reform achievement, find the system existing problems, and puts forward the property rights as the core of a series of preliminary solutions for a new round of SOE.
