Underdeveloped Areas Of Participatory Poverty Alleviation And Development Mode

History sees that man has long been concerned with the problem of poverty. With the development of economy and progress of society, man has consistently been striving to improve his living ways and farming tools and gradually eliminated hunger and got rid of the shabby clothing, carrying out a great leap forward from backward poverty to modern civilization. Man has in the struggle to reduce and eliminate poverty has won immense and great achievements. The problem of poverty, however, even in the modern society where science, technology and productivity level are highly developed, the problem of poverty has not yet completely uprooted. The speeding-up of economical globalization and the enhancing of productivity level has not rid of the world-wide troubles by the problem of poverty, but on the other hand, leading to a serious polarization of the rich and poor and the problem of poverty becoming more outstanding and troublesome.China is one of the most important countries that actively participate and practice the cause of anti-poverty in the world. Since the third session of the 11^th National Congress of the C.P.C.,the Chinese Government has been attaching great importance to the work of supporting the population in the poverty-stricken areas. The arduous work and efforts done in the past twenty years by the Party and the Government have brought radical changes to the poverty state in the rural poverty areas. The number of the poor population has largely reduced and the living standards have been remarkably raised. The achievements in the anti-poverty project in China's rural areas have acquired world-wide notice. In spite of this, the project of supporting the poverty-stricken population in the rural areas in China needs more positive and more effective forms of measures, but not simply by increasing funds of investment or enlarging material input, as the elements causing the problem of poverty are variant one from another and the influences of the anti-poverty elements are not the same or unified.The present study is specially aiming at putting forward an important workable measure for the project of supporting poverty-stricken population in China's rural areas. Starting with a deliberate studying of the newly emerging characteristics of poverty in the rural areas of China in the New Age, analyzing the anti-poverty governing elements in the New Age, and finally deciding the key elements that influence the effects of the project of supporting poverty-stricken population in China's rural areas and taking references of the lessons and experiences from other countries all over the world in their work of this respect, we put forth that "Participation-oriented supporting" is the measure that can help promote the project of supporting poverty-stricken population in China's areas. Here we specially analyzed a typical case of Ma-an Village to test it and the results gave us further confidence in our deciding the adoption of Participation-oriented supporting."Participation-oriented",in essence, is "shifting power". Rural population is the main force in the development of the rural areas and the motive force of the rural economy. In unfolding the project of supporting poverty-striken population in rural areas, magnifying the input of man-power; for the sake of the far-reaching benefits, strengthening rural population's own developing capability and shifting government's role in the project not only can promote the project's effects, but also can strengthen the developing capability for the rural population on the other hand. The present anti-poverty progress will not only further reduce the absolute number of the poverty-stricken population in China's rural areas, but will greatly alleviate the seriousness of poverty in China's rural areas. The progress of anti-poverty in China's rural areas will be favorable for the development of agricultural economy, favorable for improving the living level of the poverty-stricken population in the rural areas, favorable for enhancing the living quality of them, and moreover, it can play an active role as the motive force for the entire strategy of building of China's socialist new countryside and building the harmonious well-to-do society.
