China's aquatic product is in the first place in production and export value,. Since 80's in 20 centuries, the output of the aquatic product has been keeping leap and occupying the first station in the world. In 2002, the output of the aquatic product exceeded Thailand in number, and until 2006 this station of the advantage had been also continued. Although the output has the advantage in number, it is faced with a few production constraint, for example, the poor basic condition of the aquiculture, the low degree of supporting policies, the deposition of the medication and harmful agent exceeds the standard and the lag of develop of the related industry, and so on. Finally, all of these factors influent the level of the quality of the aquaculture and restrict the exploiting of the particular resources advantages of aquaculture's produce. In addition, we are confronted with a rat race with other export countries in export market and continual promoted technical barriers with import countries. To resolve these difficulties, it is hard to cope it only rely on the advantage of the resources. If we would like gain the chance of development in the international market in the future, Chinese aquatic product should turn the train of thoughts from relying on comparative advantage to the development of competitiveness. Therefore it is extremely essential to us to analyze the actual inland and abroad aquatic product' produce and trade condition, to estimate the international competitiveness of our country's aquatic product systematically and roundly, to find out the principal factors of impacting the improving of the international competitiveness.This dissertation adopts and combines normative analysis together with positive analysis, qualitative analysis together with quantitative analysis, static state analysis together with dynamic analysis.The main results as follows: (1) analyzing the aquatic product' actual condition and characteristics of produce and trade of the world and Chinese shows the output of the aquatic product grows rapidly .And it mainly rely on the growth of the output of the breed aquatics. Chinese output of the aquiculture has also exceeded half the total production in the world. Chinese produce of the aquatic product play a great role in the world's produce of aquatic product; Chinese trade of the aquatic product hold the balance in the world market of aquatic product. And the quantity of the export is at the first station in the world continually for many years, in the meanwhile the quantity of the import also increase gradually. And the import quantity exceeds the export quantity in the rapid of the growth. From 2002, Chinese average price of the aquatic product has been rising. The gradually increased proportion of the deep-processing production plays a great role to the price.(2)The result of evaluation to Chinese aquatic product international competitiveness testify that Chinese aquatic product has comparatively strong competitiveness whatever researched from classification or collectivity saw from the angle of outstanding achievement of the export. Chinese overall average price of aquatic product of export doesn't lower than other main country of export. However, the price of classification is at the middle and inferior level in the main export market saw from the angle of commerce of the actual strength of aquatic product. It reflects a present condition that aquatic product of our country belongs to middle and inferior goods. Quality upgrading index shows that the quality of Chinese aquatic product has been raised in the main export market;(3)The analysis of the influence factors of international competitiveness of Chinese aquatic product is undertaken from two sides. One is analyzed from the correlative international agreement signed by China. Research conclusion is that reduced import tariff after enter WTO wouldn't strike our domestic market of aquatic product. It will reduce the cost of produce of our aquatic product processing. Therefore it will favor enhance of the competitiveness. The reason lies in that most of the import aquatic product are use to be raw processing materials or cultural feed. Although the TBT is a big hurdle of export aquatic product of our country, the reversed impending system still improve the quality of the aquatic product of out country; The execution of the agreement made between China and Japanese and Korean directly reduces the field of inshore fishing and reduces the support of raw procession material. And it makes the raw procession material of aquatic product more rely on import; The tendency of innovation of international fishing allowance is good to fair export trade of aquatic product of out country. The other analyze to the various influence factor is based on "Diamonds Framework" created by Porter, M.E.. The research conclusion is that the produce of aquatic product of our country has superior natural condition and rich human resources, so, it has the advantage of the cost of produce; The development of the related domain restrict the development of aquaculture; Now, the difference is obvious of consumption preference of the aquatic product in domestic and international markets. And it won't improve the competitiveness of aquatic product; The pattern of minority varieties export to minority markets makes a big export risk and it makes against entering international competition; The most of the export aquatic product are processed goods, so the influence of the fish processing industry to the international competitiveness of the aquatic product is not a trivial matter.(4)The main measure to promote China's aquatic product international competitiveness as follows: Positively adjusting capture and aquiculture production structure and rightly using available aquiculture area; To strengthen aquatic production management and to raise aquatic production quality; To breed big businesses and to implement brand strategy; To supervise closely industry guild and preserve the competitive order; To breakthrough TBT in many ways and the government prop up fishery production.This dissertation original ideas as follows: Constructing the aquatic product international competitiveness index system from the product exportation achievement and the product exportation strength two aspects, then taking measurements and calculate the Chinese aquatic product competitiveness by the index; Has designed the aquatic product quality competitiveness index system and draw a conclusion that the quality competitiveness of the Chinese main aquatic product in the main exportation market have enhanced; quantitative analysis on influence factors of China's aquatic product international competitiveness quantitative investigation first time by grey correlative analysis and obtains the results as fallows: The aquatic product processing industry enterprise scale is the most important factor to the Chinese aquatic product exportation competitiveness, the second is aquatic product processing industry capital denseness and the third is the foreign capital.
