Human resource has become significantly important for its competitive superiorityin our modern knowledge economy. Particularly, in the process of West areaDevelopment, carrying on human resource strategy with exploring labor forcecontaining competence and cultivating their qualification was considered to be abreaking through measure in enhancing and maintaining competitiveness. This textconsidered we should implement human resource strategy, substituting for thetraditional nature resource and substance imputing strategy, to drive the whole societyand economy development of the west area.The key objective of exploring human resource strategy is to support west areasociety and economy development from long-term perspective. Accordingly, it shouldbe understood as a whole and systematic point of view. As a great system, exploringhuman resource strategy consists of some subsystems such as social and economiccircumstance of west area, human resource demand and exploring ability. Thesesubsystems could bring about various effects on the whole system by their inter-actionmovement.This text emphasizes the analysis of three subsystems we said above, andsummarizes some typical issues and conflicts derived from the process of exploringhuman resource, also, useful solutions were presented. On the whole, the author wasintent to study human resource strategy in a brand new systems engineering frame.The west area social-economic situation was made to analyze the relationshipbetween human resource strategy system and its outside world from macro-levelperspective. Compared to east developed area, west developing area has huge differencebehind in such fields as GDP scale and acceleration, industry structure transformationvelocity, self-accumulation level, degree of opening to the outside, labor productivityand skill level, modernize and earning level, expenditure on human resource. Moreover,the west people had lower average age and educational acceptance time, accordingly, ithad higher illiteracy ratio, especially in females.On the other hand, human resource demand and exploring ability systems were observed from micro-level perspective, by doing supply and demand analysis, we couldseek inner interaction. Say human resource demand, labor shortage will be show in thecoming day accompanying with west area development, industry transformation and thetrend of people move into southeast coastal area. These all must be translated intoeducation and training demand. When speak of human resource supply, the western hadpoor ability coefficient and knowledge development level, resident income and financepayout on education were also inadequate, in addition, incomplete industrialization andmodernization made it impossible to absorb enough labor force. Moreover, institutionincluding compulsory education, high school, higher education and various kinds ofvocational educations was not able to provide sufficient education resource.As a whole systems engineering project, the exploring human resource was amulti-aspect system issue including institutional innovation, mechanical innovation andmethod innovation. This paper based on the theory of management, economics,sociology and systematic science, carried on a great deal of collecting and inquisitionalworks, summarized some human resource theory, analyzed the supply and demandconflict of west area with a typical city of Shannxi province. Most importantly, theauthor believed that the vocational and adult education were the key measures toimplement exploring human resource strategy, and also provided a series of strategyinnovation, future plan, function, goal pattern and matched institutional innovation.
