A Study On Coordination Development Of Urban Land Expansion And Utilization Benefits In Jinan Based On Smart Growth Theory

As a mature and effective urban management idea,the comprehensive balance idea of Smart Growth is of great significance for China to coordinate urban expansion and land use patterns and realize sustainable development of urban land,economy and society.This study takes Jinan,a regional central city,as an object to realize the coordinated and sustainable development of urban expansion and land use efficiency.Combining with the target and state selection index of smart growth,the time series change of urban expansion and land use efficiency and the coordinated development between them were evaluated by comprehensive index and coupling coordination degree model during 1990-2015.Using the barrier degree and grey relational degree model to analyze the factors affecting the smart growth and the interaction between them,the results are as follows:(1)Jinan's urban expansion is characterized by obvious stages,from compact expansion to sprawl expansion.1990-2000 is a period of slow expansion;2000-2015,urban expansion entered a period of intense activity,mainly in the east,supplemented by the west,the spatial form constantly presents the characteristics of leap development,the growth of construction land is significantly faster than population and economic growth,and the development trend of urban expansion is obvious.The smart growth index of urban expansion decreased from 0.6920 to 0.3974,and changed from compact expansion to weak spread expansion.(2)The level of urban land use efficiency in Jinan has been continuously improved,showing a “high-speed-fast-stable” growth state.The layout structure of urban land in Jinan has been continuously optimized,and the intensity of urban land use has gradually shifted from population aggregation to science,technology and economic aggregation;the comprehensive scale of the city has been expanding,the level of social equity has been continuously improving,and the urban infrastructure,ecological environment and livability have been significantly improved.The shrewd growth index of comprehensive land use efficiency increased from 0.145 to 0.799,with a significant increase.(3)The coupling effect between urban expansion and land use efficiency in Jinan is relatively low,and the overall coordination level is at a moderate level.From 1990 to 2015,the coupling degree between urban expansion and land use efficiency in Jinan was between 0.3792 and 0.4961,which was in the antagonistic stage.The degree of coordination increased from 0.3986 to 0.5290,and from slight imbalance to reluctant coordination.The type of coordinated development has changed from "antagonistic-mild imbalance-lagging benefit" to "antagonistic-reluctant coordination-spawl expansion".(4)The fragmentation of urban space development,the unbalanced improvement of land use efficiency,and the close relationship between economic development,land structure optimization and new construction land are the main factors affecting the coordinated development of urban expansion and land use efficiency in Jinan.Through the analysis of barrier degree model,the low value of urban space compactness and fragmentation,unsatisfactory urban livable construction and land use intensity are the main obstacles to the asynchronization between urban expansion and land use efficiency.Through grey correlation analysis,the relationship between urban expansion form change and land use efficiency growth is the largest and inversely related,and the urban layout structure and economic scale are improved.Expansion has the greatest correlation,which indicates that the mutual restraint and promotion between the two are insufficient.The results show that Jinan's urban expansion and land use efficiency have not yet reached the coordinated state of smart growth and sustainable development.Firstly,we should change the expand pattern,create a “multi-center,compact” urban development space.Secondly,to set up the idea of three-dimensional land management,improve the intensity of new land use,revitalize the stock and inefficient land,stimulate the redevelopment of old urban areas,and improve the comprehensive benefits.Finally,we should strictly implement planning control,formulate phased planning objectives to promote orderly and progressive urban development,give priority to making full use of existing land,so as to establish a restrictive and promoting relationship between urban expansion and land use efficiency,and improve the overall level of coordinated development.
