Measure And Evaluate The Current Situation Of Chengdu's Urban Smart Growth

In December 2009, Chengdu proposed to put focus on building'the world modern garden city', also, it will be made into economic core region and comprehensive transport hub city in western China. Along with a new round of western development and the formation of Chengdu-Chongqing economic zone, the limited land supply will become the important bottleneck in Chengdu's next five-year-development. So, how to rationally layout urban space, how to build the compact Chengdu, and how to effectively use land resources are the problems and challenges for Chengdu urban spatial growth at the moment. Through analyzing the current situation of Chengdu's urban spatial growth, this paper seeks the deficiency in the growth process, and provides some relevant policy-recommendations to realize urban smart growth. Therefore, this study has the important theoretical and practical significance.Based on smart growth and circular economy theory, this paper learns from urban smart growth theory frame under economical utilization of land resources, then designs the index system. Meanwhile, it measures and calculates Chengdu'urban growth on four different aspects by space-time analysis and comparative analysis:urban growth capacity, urban growth intensity, urban growth circulation and urban growth efficiency.This study has three following conclusions:(i) urban growth capacity tends to smart growth. Chengdu's urban expansion coefficient is just 0.91 from 2002 to 2008, which is less than the international critical standard value 1.12, and its spatial expansion speed is gradually slowing, (ii) land-use intensity and its recycling degrees is not high. Chengdu's city cubage rate always fluctuates between 0.50 and 0.70, which is at the medium level in the whole country and is obviously lower than other high degree of intensive land use cities, such as Shanghai and Chongqing. Moreover, the effect of stock room utilization is not optimistic, so the land circulation exploitation degree is not high.(iii) land use efficiency is inferior to the national level. Chengdu's land production efficiency is rising year by year, which value is jumped from 3.47 to 6.40 by the year 2002-2008, but its values are generally lower than the nationwide city level except the year of 2001 and 2002.Besides, this paper finds some problems as follows:(a) urban planning has a gap with the reality city development. Chengdu urban planning outline claims the city development direction is the east and is controlled to the west, however, this paper finds that space growth speed of the west, the southwest and the south downtown areas is the highest. It seems that there exits'space dislocation'between urban planning and the reality, (b) cultivated land has been occupied seriously. Arable land area of all the districts is declined year by year, and its cultivation index has the limited ascending space.Finally, this article suggests improving the urban space growth pattern from following five aspects:(a) perfect land market and control land inputs from the source, (b) normalize floor area ratio standard, (c) clean up idle and unused land to revitalize the stock of land, (d) advance Chengdu's'three concentration development'model, (e) urban planning should unit urban development regularity.
