The dissertation studies the issues about Hong Kong and Shenzhen's regional economic cooperation based on comparative advantage. It is based on definitions and related theoretical statements, such as regional diversity and regional convergence, regional labor division and regional economic cooperation, regional economic integration and regionalization, etc. Taking the viewpoint from regional economic and developing economic, this dissertation argues the mechanism and path of regional economic cooperation, and its cooperative foundation, cooperative condition and how to judge cooperative benefits. Secondly, the dissertation studies background and trend of Hong Kong and Shenzhen's cooperation, analyzes their location and economical characteristic and economic cooperative process and state. This dissertation tables a proposal about HongKong and Shenzhen's regional economic cooperation orientation and cooperation goal.The main focus of this article is to put forward conclusions about Hong Kong and Shenzhen's regional economic cooperation based on comparative advantage, such as cooperation based on preponderant factors or first factors, cooperation based on main industries and base on optimized structure of regional space.As the regional poles of growth, Hong Kong and Shenzhen play an irreplaceable role of international competition at the present time, and be relevant closely to their unique geographical proximity. This dissertation tries to solve fully the conditional hypothesis and mechanism of how the special economic zone of Hong Kong and Shenzhen would be deeply and fully integrated, especially by institutional cooperation.As the dissertation said, one of the key preferential tactic of the economic cooperation, must be expand Hong Kong and Shenzhen city's advanced competitiveness into the global market, since CEPA and The Enlarged PRD be carried out. The removal of some measures against free-flow of goods,services,capital and labours, especially further promoting of optimized factors cluster in the economic zone.from a new point of view, the dissertation trys to explains the model of interaction between Hong Kong and Shenzhen's "first-rate factors"or "optimized factors", and explains the concept of deeply regional integration, and holds that when two or more economies are completely integrated, they have established a single market and a creative zone agreeing on the abolition of all barriers of all kinds, harmonization of rules, approximation of legislation and tax structures,strengthening of monetary cooperation and the necessary measures to encourage firms to work together.In conclusion, the scope of cooperation must keep expanding and moving up the value chain, facilitating people and cargo flows, promoting implementation of CEPA, strengthening interface in planning to perfect the infrastructural system in the region, to achieve full connectivity of air, sea and land transport between two cities, and emphasis on cooperations of transport industry, new-high-tech industry and service industry, especially of finance and creative industry, etc. Finally, The dissertation points out that it is essential and necessary to facilitate the process of Hong Kong and Shenzhen's economic integration deep and full, from limited-cooperation to full integration of total factor allocation optimum and increasing of regional creative power.
