Rural household energy supply and demand is widely and closely connected with the eco-social development and environment protection in developing countries, which is an important field about world energy sustainable development strategy. The demand quantity of rural energy in developing countries increases continuously and the energy consumption structure changes gradually along with growth of population and improvement in living standards, which makes eco-economic effect changed obviously, and also have influences in consumption behavior of households and energy polices. But the studies before have paid so inadequate attention to it, and it is hard to provide scientific basis for eco-environmental management and rural energy polices adjustment. Based on the organic connection in "rural household energy-ecology-economy", this paper makes comprehensive research as one unified system. It is necessary to seek an effective approach to make coordinated development between rural energy, ecology and economy.Having summarized the research achievements, these papers put forward the concept about eco-economic system of rural household energy, and establish the study frame of it. In the case study of Loess Hilly Region of Gansu province where is an area in poverty and ecological fragile, the whole paper take the consumption process of rural household as mainline to deeply analyses the development potential of energy resource, from aspect in access channels to household energy, using patterns, using quantity and energy-consuming efficiency, accounting the environmental and economic cost of energy consumption. Then it studies the ways and intensity of rural household energy consumption which drives the change of ecology and environment, and the impact to the expenditure of rural household, and also the eco-economic effect to shift of energy structure. Finally it points out the construction way of energy and policy suggestion in Loess Hilly Region.Conclusions drawn in the study were as follows: First, resources of rural household energy have little potentiality in Loess Hilly Region of Gansu province. Self-producing energy couldn't meet demand of household. Second, living energy consumption of per rural household is 2112.44 kgce and per capita is 428.59 kgce in Loess Hilly Region of Gansu Province. The whole energy consumption is in a low level that can only meet the basic demand of peasant household like cooking and heating. Third, the total energy consumption cost of per household is 1925.25Yuan/a, in which the environmental cost is 621.13 Yuan/a, the economic cost is 1304.52 Yuan/a. Fourth, biogas digesters and solar cooker can effectively reduce household's living energy costs. The ecological and economic benefits created by one biogas digester are 659.59 Yuan and it is 374.46 Yuan that created by one solar stove in a year. Fifth, different rural energy construction models should be used in different kinds of terrains. That are "five related sets" project model in hilly region, "one pool with three improvements" project model in semi-mountainous region and "four in one" project model in plain along with river.In Loess Hilly Region of Gansu Province where rural households are poverty in economy, and water loss and soil erosion is very serious. To improve the ecological environment the issue of living energy shortage must be solved firstly. To enlarge the increment of vegetation on the hill, the depositing vegetation should be protected from damage. This should be taken as the foundation of policy making about ecological construction, environmental management and living energy guarantee. However, eco-environmental problem and economic problem should be considered as a whole and resolved together in the rural energy development.
