A Comparison Study Of Unemployment Treatment In China And USA

Unemployment is a historical phenomenon along with the appearance of the capitalist hire-labor system; it is also an inevitable phenomenon in market economy. In addition, unemployment problem is a complicated social phenomenon which is closely related to economic, social and political phenomenon. In western capitalist countries, unemployment problem appeared more than 200 years ago, and now has prevailed as the prime social, economic and political problems in western developed countries. With the further development of China's economic reform and opening-up to the world, China's economy kept increasing steadily, however, at the same time, persistent unemployment has become a serious problem in the process of modernization in China.The research question of my dissertation is: what are the similarities and differences of unemployment problem as well as the unemployment treatment mode and mechanism between socialist and capitalist countries? Industrial Economics, Economics of Development, Institutional Economics and human capital theory serve as the theoretical support of this dissertation. Based on the different research theories and ideas upon unemployment treatment, using historical and comparative research methods, the dissertation makes a comparative study of unemployment treatment in China and the United States, analyzes the critical issues of unemployment in China and the United States, identifies the similarities and differences of unemployment treatment mode and mechanism between China and the United States, constructs China's unemployment treatment mechanism model and puts forward suggestion on China's unemployment treatment policy .The dissertation consists of eight chapters.The first chapter is the introduction part of the dissertation. Firstly, it expounds the reasons why this research topic is chosen; secondly, literature review is provided; thirdly, the main contents of the research, the research methods and source of reference are introduced.The second chapter expounds the theoretical basis of the comparative study of unemployment treatment in China and the United States, including Industrial Economics, Economics of Development, Institutional Economics and human capital theory. The third chapter focuses on the comparative analysis of unemployment statistics method in China and the United States, including the comparison of unemployment definition and statistics method. In addition, this chapter points out the existing problem of China's current unemployment statistics method.The fourth chapter concerns about the critical issues of unemployment in China and the United States. This section makes a historical overview of the unemployment issues in two countries, expounds the reasons of different unemployment issues, and identifies the similarities and differences of unemployment problem between China and the United States.The fifth chapter compares unemployment treatment policy in China and the United States. The unemployment insurance policy, the reemployment policy, financial policy and human resource development policy implemented in the two countries are discussed in this chapter.The sixth chapter explores the mechanism of unemployment treatment in China and the United States, and analyzes the feature of unemployment treatment mechanism in the United States as well as its implications to China; finally China's unemployment treatment mechanism model is constructed.The seventh chapter puts forward suggestion on the effective unemployment treatment policies in China including the solution to demand-deficient unemployment, structural unemployment and transformation unemployment.The last chapter expounds the main findings of the research, the creative viewpoints of the research, the limitation of the research and several future research recommendations.The main findings of the dissertation include three points. Firstly, the similarities and differences of unemployment problem and unemployment treatment policies in China and the United States have been identified. Secondly, the research constructs China's unemployment treatment mechanism model. Thirdly, based on the comparative study of unemployment treatment polices in China and the United States as well as the beneficial implications of unemployment treatment in the Unite States, suggestion on China's unemployment treatment policy has been put forward.
