Petroleum and chemistry industry is the typical process industry, it is also an important component of the national economy. After we join the WTO, the management environment of petroleum and chemistry industry become more complicated, competition become more serious. The changing in line with the trend of modern operations management ideas, the establishment of a modern concept of operations management, the introduction of modern operations management decision-making mechanism and the improvement of core competitiveness are the most pressing demands and opportunities of the enterprises. Therefor management and decision with information technology is the most important way to improve the operational management competitiveness of modern petrochemical Enterprises.The development of process enterprise's operations managemen enterprise are inextricably linked with the plan management, it can be concluded from the developing precess from MRP,MRPII,JIT to ERP, all of them started from the plan. Thus, the planning management is very important. The plan of petrochemical enterprises is hiberarchy, it exists internal balance mechanism and drive mechanism. The integration optimization of plan management to support the decision-making is an urgent problem needed to be solved by plan management department.Because most of the petrochemical enterprises start from the oil refining, their "modular" features lead to the clear and normative structure of production systems and can be study easily, thus years of research focused on petrochemical enterprises plan optimization. But the "chemical industry" which is another important component of the petrochemical industry, have the features of many chemical industrial products, diversification of the production proces ,and do not have the "modular" features , Accordingly, reasearch in this area for the chemical industry is often specific cases. Although people have realized that production planning , sales planning, procurement planning and stock planning are closely linked, and also have studied the production planning optimization against the specific case, but studies for the integration optimization of plan management are lacked from theory to practice. The reason is that diversification of the production process leading to a lack of corresponding optimization models.Therefore, this paper will be focused on the chemical process enterprises , study the integration optimization technology system of plan management ,study the hierarchical control integration optimization model series and their solving, analysis and design the intelligent decision-making support system, and give the system prototype.In chapter 1, the actuality and development of operations management for the domestic and foreign petrochemical process enterprises, the existent problems for the planning management and it's research are extensively reviewed. The trade,theoretical and practical background is introduced briefly.In chapter 2, the development and the status quo of the marginal system theory and the optimization theory, the input-output technology and forecasting technology, data warehousing, decision-making support systems and expert systems, and other relevant theoretical knowledge and technology are comprehensively reviewed. Further more, the application of these theories and technologies in the chemical process industry are reviewed.Because the material balance and heat balance is very important to the process industry, input-output model is a groundwork to establish operations plan optimization models, while the sales market prediction is the benchmark to do the planning optimization. Therefore, in the third chapter , input-output analysis and enterprise sales market forecast are in-depth researched.The fourth chapter is the core of this thesis. From product sales forecasts, marketing plans and sales structure optimization, production planning optimization, procurement planning optimization to the final evaluation of the integration planning optimization, the integration operations planning optimization Architecture aiming at the process enterprise were studied. The evaluation results, in turn, can guide the planning optimization, and formed a model of hierarchical control system. Then an innovative, practical model series and the various methods to solve the medels were lucubrated and established. The reserch laid a solid foundation for the study of the DSS which supports the integration operations planning optimization.The purpose to research operations planning management integration optimizetion is to enhance the enterprises' ability adapting to market changes, the competitiveness of enterprises, thereby improving the effectiveness, of course, the research can not be separated from the managers' decision-making , therefore, it can be said that the purpose of the study is for the managers' decision-making. So, how to make the research results for decision-making more effectively? In chapter 5, the DSS supporting operations planning management integration optimizetion was studied. First the overall structure of DSS was studied, then the the data warehouse, the function model of DSS, "the man-machine-interface dialogue" were studied respectively. During the running process of the DSS, the model warehouse and the knowledge warehouse should be called. How to call the revelent "DS table", "models", "knowledge" of the "DSS database", "the model warehouse" and "the knowledge warehouse" more effectively is especially important. So the establishment of "model warehouse,knowledge warehouse management system" was studied at the end of chapter 5.From chapter 3 to 5 the research is aimed at the "commonness" of the operations planning management integration optimizetion. Research achievements is subject to the test of practice. Thus, in chapter 6, the reseach was applied to a specific chemical process industry, the "model warehouse, knowledge warehouse management system " was simplified and improved, and the running efficiency of the DSS was also improved. At last, testing the effectiveness of the DSS through the researched software prototype.Finally, In chapter 7, a summary of the research papers was made and some further reaearch was pointed out.
