Research On The Strategies In The Development Of The County Economic Informatization

County economy is basic unit of China's national economic development. Informatization is the catalysts and important approaches to the county economic development. So this paper, based on the economic analysis on the county economic informatization, summarizes the basic laws of the effect of informatization on the county economic development, forms an intact scientific theoretical system, and provides the theoretical guidance to the county economic development. On this basis, the paper analyzes the present status and influence factors of China's county economic informatization, and puts forward the strategies in the development of the county economic informatization. Taking Anping county Hebei province as a typical case to analyze, through the research on the cases of the experimental unit of the county economic informatization, the paper proposes its construction countermeasures. This project has a certain reference value to the counties with different degrees of development.This paper, by means of the concept and process model analysis method, case study method and typical investigation, through empirical analysis and standard analysis, constructs the general framework of the county economic informatization, works out the general module of the maneuverability, the science and the typicality for the development of the county economic informatization, forms a new idea and mode of service innovation and system innovation for it. The county economic informatization will lead the direction of the construction of informatization in the new socialist countrysides and provide an achievable example for the construction of the county economic informatization across China, which is of certain theoretical guiding significance and practical demonstration effect for our economic development and construction. This paper is made up of seven chapters and the main contents are as follows:The first chapter is the introduction, which reviews the background of the selected topic, the significance of research, the research trends at home and abroad and the related theories, introduces the research thought, the technique route, the research methods, the main contents and the main innovation points.The second chapter is the economic analysis on the county economic informatization, which is the theory introduction to this paper, including the motive analysis of realizing the county economic informatization, the requirement analysis of it, the supply analysis of it, the cost-benefit analysis, and the effect analysis.The third chapter is about the analysis on the current status and problems of the county economic informatization. In accordance with the problems of the weakness in our construction of informatization basic facilities, the low-level development and utilization of information resources, the low-quality of information staff , which cause the low-popular rate of information technology and the low utilization efficiency. The reference development experiences of regional economy informatization in the United States, France, Japan, Korea and India give us many helpful enlightenments.The fourth chapter is about the analysis of influence factors of the county economic informatization, such factors as fund investment for website construction, etc., information quality of the governments, enterprises and farmers, policy environment of informatization, market factors, social and economic development level, science and technology level, etc. have great influence on the developing speed and level of the county economic informatization.The fifth chapter is about the analysis of development strategy of the county economic informatization. This chapter analyzes the strategy orientation, guiding ideology, guiding principle, construction ideas, and proposes the main development tasks including the construction of vertical information networks from county to township and to village, and the construction of horizontal information networks among various fields, thus constructing the frame structures of the county economic informatization.The sixth chapter is about the path analysis of the development of the county economic informatization---take Anping county Hebei province as an example. Through case analysis, this chapter analyzes Anping county's economic development status, the current situation of informatization development, the demand of informatization development, the main problems, the strategy and goal of informatization development, the construction emphasis, the safeguard measures, etc., corroborates the theories and methods mentioned in this paper , and provides reference for the other counties'construction of the county economic informatization.The seventh chapter is about the suggestions for promoting the county economic informatization. This chapter, based on the analysis above, proposes to allocate more funds for construction, to perfect basic construction facilities of informatization, to improve information quality of the employed, to increase the use efficiency of information resources, to promote e-government construction, to optimize the policy environment of informatization development, to reform and improve the traditional industry, to create characteristic industry, and to improve informatization level.The construction of the county economic informatization is beneficial to strengthen information communication between the urban areas and the countryside, to shorten the urban-rural gap, to realize the optimal allocation of both urban and rural economic resources, to improve the marketization of the county economy, to enhance the comprehensive competitiveness of the county economy, to integrate information resources to serve well the countryside, agriculture and farmers, to completely solve the farmers' information block, to guide the farmers to get rich through the information and increase farmers' income and flourish the rural economy, to speed up the construction of the new socialist countryside, to introduce the advanced management concept of the developed regions, high technology and a great amount of information, to initiate the change of the ideological concept, to promote citizen quality, to accelerate the progress and development of the county economy and society, to strengthen the service function of the government, to improve its ability to serve economy, to optimize the environment of the county economy development. Therefore the construction of the economic informatization will play a guidance and demonstration role in the county economy development.
