County-Level Economy is the foundation of the national economy, becoming more and more important nowadays. County-Level Agricultural Economy(CAE) is developing with industrialization , industrialization of agriculture, and urbanization, although the percentage of agriculture is dropping in the County-Level Economy, but the main body of the most County-Level Economy still is agriculture right now in China, agriculture affect the base requirements of over 0.74 billion peasants, the purchasing power of country market, and the speed of economy developing and modernization in China further. Studying the contradiction and problems in the CAE developing process, looking for the countermeasures and solutions of developing CAE is becoming an urgent and meaningful job.Accompany with the Western Development Strategy execution, the economy of west achieved a great evolution, but still exist some difficulties and problems. As surplus labor transfer, urban-rural gap, income gap becoming more severely, etc. These problems not only baffled the developing of economy, but also endangered the stabilization and harmony of society. Therefore, constructing the better social environment for leaping development of CAE , establishing and consummating the long-term mechanism of rapid development , accelerating the considerable development of agriculture, has been the serious theoretical and actual issue in the process of Western Development, need to be solved urgently.Nowadays, informatization as an important factor for boosting the leaping development of economy, its effect becoming more and more obviously, expedite the informatization course of CAE, for boosting the adjustment of economy structure and the conversion of growth mode of economy, improving the comprehensive strength and competitiveness of regional economy, be provided with direct effect of driving.Agricultural Informatization is one important aspect of whole national economy and social informatization. Agricultural informatization is the process of applying information technology(IT), developing agro-information resources , accelerating agricultural economy development and society improvement, around with all sides in the producing and living of peasants in vast rural area. To promote agricultural informatization including agricultural information infrastructure construction, application of IT in the agricultural economy and society development, exploitation and utilization of agricultural information resources , and talent training for agricultural informatization, etc."Three Agriculture" are extrusive problems refer the whole economy development overall in China. Try to abate the unreasonable burden of peasants, adjust the structure of agricultural industries, realize the income increase of peasants, has become the emphasis of agriculture and rural economy development in "Eleventh-Five" period in China. While agricultural informatization is important part of national informatization strategy, also is an important way to solve "Three Agriculture" problems. Domestic agricultural informatization has achieved definite performance in recent years, but still exist many problems.This paper mainly analyzed the effect and influence of informatization in the developing of western agricultural economy, moreover, using CAE in Zhongxian county of Chongqing as example, after analyzing the informatization status, existing contradictions and problems in CAE of Zhongxian county, emphasized to interpret the countermeasures for CAE informatization of Zhongxian county, and put forward pertinence suggestions. Stressed in informatization facilitating agricultural surplus labor transfer in Zhongxian county, and utilizing informatization to promote local characteristic agriculture industry networked development. Hope this paper can provide some academic and actual help for CAE development of Zhongxian county, and referenced by other western counties.County-level economy actually is one specific representation of the regional economy, all research methods and theories of regional economy can be used entirely in county-level economy developing and studying, this paper persisted to use Marxism theory, regional economy theory, national economics, IT theory, etc, also with empirical analysis method, comparative analysis method, etc.The discusses of county-level economy developing have many, with a lot of explicit theories, but about the research of informatization in county-level economy developing, especially the application research of informatization in CAE developing is still relatively weak, this paper had the effect of informatization in developing of CAE to carry out in solving and applying of practical problems , provided some constructive suggestions for solving "Three Agriculture" problems and promoting informatization construction of CAE.
