Chinese government has set the strategic goal to speed up industrial restructuring and change the pattern of economic development after the financial crisis since 2008. Under this background, Ministry of Science and Technology and Ministry of Finance are jointly implementing a number of national Technological Innovation Service Platforms (TISP) to support the revitalization of traditional industries and the development of strategic emerging industries. Diffusion of generic technology is one of the key functions of TISP and it is crucial for improving innovative capability in small and medium enterprises and for the technological upgrading of industries. This thesis synthesizes the principles of management of technological innovation and economics to conduct an original research on TISP and the development and diffusion of generic technology based on TISP.Base on the literature review, the thesis first analyzes the concept and the function of TISP, introduces several construction modes of regional TISP, advances a theoretical model for building a national TISP based on regional TISP, and introduces several service modes of TISP.Second, the thesis discusses two modes of developing generic technology, i.e., science-push and demand-pull, and explains different roles of foreign organizations with'platform'characteristic in the development of generic technology. Because TISP has responsibility of both innovation and service, this thesis points out that two modes are achievable based on TISP.Furthermore, this thesis establishes an analytical model and accordingly mentions multiple-failure in the supply process and diffusion process of generic technology.At last, it analyzes several diffusion mechanisms. Based on the benefit mechanism, this thesis argues that generic technology should be paid for diffusion. It suggests that TISP needs to change from'passive spillover'to 'active spillover'when diffusing generic technology. Government intervention should focus on two endpoints of'generic interval'.
