This thesis, on the basis of collecting various documents and investigating extensively, applies an approach of researching both theories and practice, and multi-disciplinary theories such as management science, knowledge and system science, economics, pedagogy, psychology to a deep analysis of lifelong learning, vocational development, organizational learning, knowledge management, learning oriented organization, learning chain and knowledge chain, learning alliance, the construction of lifelong learning system and the interaction of the above to organization development .From the objective of building a well-to-do society through the policy of"promoting overall development of people through whole nation study and lifelong learning by a learning-oriented society ,"the paper studies the significance and purposes of lifelong learning , analyzes the present state and tendency of research and development of lifelong learning home and abroad ,lifelong learning motivation and studies the internal variation of knowledge , intelligence and competence , the innovation of learning as well as the co-relation between them .By further acknowledging that self-learning is a medium to spread apparent knowledge, while behavior learning is a gateway to spread hidden knowledge, it constitutes an overall KIAL model knowledge, intelligence and competence inspired by lifelong learning, as well as a motivating model of lifelong learning. Meanwhile, it also explores the connotation, characteristics and motivation of lifelong learning.The term"learning chain"is engaged in this paper to observe the learning, spreading, communication, innovation of knowledge and the linking process of learner→spreader→producer→innovator→user. Furthermore, the paper sets up a model of learning alliance interacted by knowledge chain flow diagram and learning chain flow diagram. By investigating the appliance of knowledge management back by knowledge chain and learning chain to the improvement of organizational learning skills and results, it elaborates the crucial function of efficient management of knowledge resulted from the overlapping knowledge net, learning net, knowledge alliance and learning alliance formulated by various knowledge chains and learning chains.The thesis points out that lifelong learning is important to vocational development and to overall and sustainable development of people. The key to overall and sustainable development of an organization is lifelong learning, learning to learn. And the full development of every individual. The key to sustainable development and progress of a society is knowledge and learning.On the basis of sufficiently analyzing different models of organization learning home and abroad, the paper looks into the connotation, pattern, type, system and characteristics of organizational learning and learning-oriented organization and their relation with lifelong learning. It sets up a model of knowledge flow and transformation process for lifelong learning and organizational learning.The thesis also looks into the connotation, approach, pattern, mechanism and model of lifelong learning and organization's cultural innovation and ability improvement .It makes a design for innovating organizational learning ability, learning mechanism and cultural learning.The thesis has probed into the approach, mechanism and process of organizational knowledge spreading, sharing, flow and transformation. In knowledge management, the length of knowledge chain and learning chain has a close link with lifelong learning, and it creates the basis of learning alliance.The thesis concludes that the key of development in 21st century is lifelong learning and learning to learn .To engage a"closely-related, communicative, flexible, varied, open, systematic mechanism for lifelong learning and a legal protection mechanism can greatly secure the policy of"promoting the overall development of people through whole nation study and lifelong learning by a learning-oriented society."...
