The study of industrial clusters bases on the world background that the globalization has led the great alteration to the pattern of regional competitiveness. Enough attention to the researches of ways how the multinational corporations and industrial clusters combined with each other and functioned reciprocally has become the new field in recent years. The dissertation deepens and systematizes the researches.Firstly, after elaborating globalization as the development background of local industrial clusters, the dissertation point out the significance and value of FDI-driving clusters in the developing countries. A review of the related research literatures provides the theory and methodology, especially good foundations from achievements of domestic survey and empirical researches for my study. By analysis of the correlative literatures, the dissertation points out that the FDI-driving industrial clusters are conforming to the change of multinational corporation of site advantage and the open demand of regional industrial clusters. There are three formation mechanisms of FDI-driving industrial clusters as follows: FDI flowing in after industrial clusters created by market mechanism, capital transfer by value chain of FDI and FDI collecting in one space in the developing countries promoted by the open policy. But the formation of open industrial clusters is not restricted in one pattern which can be thought as special performance in its different stage. The analysis on formation mechanisms of FDI-driving industrial clusters is the guideline in researching structure, innovation, institution and dynamic evolution.Secondly, the dissertation discusses the FDI-driving industrial clusters innovation, which includes the technological innovation and the organizational innovation. The study on technology innovation bases on the technology spillover of multinational corporations within industrial clusters, factors of spillover effect, innovation path selection, spillover mechanism and effect appraised. By constructing the model of improvements in the quality of products between foreign and local corporations within industrial clusters, the dissertation analyses the questions above mentioned. The basic conclusion is that mutual-promotion between overseas-funded enterprises'innovation and local enterprises'imitation is endogenous mechanism to promote technological upgrade for industrial clusters, and another one is that the technological progress, research and development (or imitation) input as well as incomes of corporations will be stable in the long run. The study on organizational innovation is based on the theoretical frame of the new institutional economics. With the organization characteristics and its competitiveness of industrial clusters as middle network organization, the dissertation constructs a non-symmetry diamond model of FDI-driving industrial clusters by expanding Porter's diamond model, therefore spreads the securable advantage of clusters from local network to global network. To testify the researches above, this chapter takes Silicon Valley and Taiwan-funded enterprises in mainland China as examples. According to the preceding researches, the dissertation expounds the dynamic evolution and institutional evolvement of FDI-driving industrial clusters. The study on dynamic evolution focuses on three aspects. Firstly, this paper explores the dynamic evolution within clusters flowing in of foreign direct investment. The factors affecting the dynamic evolution of clusters thereby change the phases and also path of clusters evolution. Secondly, this paper researches into the extension of FDI-driving industrial clusters neighborly and across areas.Thirdly, this paper inquires into the upgrade of industrial clusters basing on the global value chain, and then carries on an empirical analysis of IT industrial clusters. On the institutional structure of FDI-driving industrial clusters under the frame of comparative institutional analysis, the dissertation analyses the institutionalized linkage type between global productive system and local productive system within FDI-driving industrial clusters, and proposes that the social capital created by interaction of overseas-funded enterprises and local enterprises in industrial clusters is the junction of the institutions. The last section researches into the human resources promoted by effect of FDI, and analyses the structure in the time of altogether of institutional change and human resources upgrade. Finally, the dissertation focuses on the policy system of FDI-driving industrial clusters. After a review of researches and applications about industrial clusters policy, a study of the clusters policy and national innovation system basing on clusters policy designs and achievements of the OECD countries, and studies of the inter-effect between FDI absorbing policy and clusters policy on empirical analysis of China, the dissertation puts forward the policy proposals of developing FDI-driving industrial clusters of China.
