Research On The Technological Innovation System In Dalian City

City, as the center of area policy, economy, science & technology and culture, is bearing to improve national innovating capacity and promote the national economy development. It can promote not only the innovative ability of our country but the effective approaches which make regional economy and country economy continue and increase highly to build a perfect technological innovation system , strengthen the technology innovative ability and develop the economy individuation in an city. Being confronted with the history turning point vitalizing the Northeast old industrial base, Dalian City has a very important task which is how to perfect and develop technology innovation system, strengthen the innovative technology ability ,and consequently to lift the technological innovation ability of Liaoning province and even three provinces in Northeast of China in the coming days .The paper is mainly wielded by Theory Technology Innovation, Theory Area Innovation and Theory Coordinationetc.It constructs the technological innovation system of Dalian City in the new period, which is combined with the reality of the technological innovation and it has given a thorough study upon the development of the system .It is indeed a salutary lesson for both the theory and the practice . The thesis's contents mainly are as follows:Firstly, the thesis has carried out the analysis on the technological innovation environment and its current situation of Dalian City. It has analyzed the fundamental environment from the aspects of economy , society and science and technology as well, and it has elaborates on the main bodies, such as, enterprises, colleges and universities, the government and intermediary organs, which all participate in technological innovation. As a result, it lays down a fine basis for the research.Secondly, the thesis has constructed technological innovation system of Da lian City. On the basis of analyzing the connotation of technological innovation ability and ascertaining its appraising index ,it has applied Method factors to compare the technological innovation ability of 12 provincial capital cities in the East Middle and West of China, and in the light of comparative results, it has brought forward what problems there are in the technological innovation system of Dalian. And it has constructed the patterns concerning building and developing the technological innovation systems as the contents include organization patterns , driving force mechanism , market mechanism and prop patterns.the thesis has studied the organization patterns of the technological innovation system in Dalian.In the light of the organization patterns, the thesis has established those mainly participatant bodies which are combined with the government, enterprises, colleges and universities, research organizations and intermediary agents, and has analyzed the relations among them. Having founded the space organization models about city technological innovation. According to that model, the thesis has summed up three kinds of cluster technological innovation organization patterns, they are single-core patterns, multi-core patterns, uncore patterns. It has chosen the typical industries like Petroleum and Chemical, Ships, Software, and, it has carried out a thorough research on its organizational patternsFourthly, the thesis has analyzed and studied driving force mechanisms of technological innovation system in Dalian. Being directed against the mechanisms, it has suggested Five-Driving Force model, and on the basis of it, the thesis has structured the force model which is made into five major factors they are as follows: pulling force by markets demands, motive force by technology innovation, guiding force by government, promoting force by market competition and self force by enterprises' value.Fifthly, the thesis has analyzed and studied the market mechanisms of technological innovation system in Dalian .Being aiming at it, the paper defines main resource cities as financial markets, technology markets and talent markets. As far as the financial markets are concerned, it has studied its functions and corresponding measures for raising funds, and it has given Countermeasures to the existing problems. As to the technology markets; it has put forward the corresponding Countermeasures on the condition forming markets. As regards the talent markets, it has also put forward its connotation and mechanism and the solving methods.Sixthly, the thesis has analyzed and studied the prop patterns of technological innovation system in Dalian. According to it, the thesis has built a pattern which subsystems are policy supports, intermediary services supports and culture supports respectively. The thesis has studied the subdivision of policies and given a thorough research concerning the policy supports. It has studied the current situation and representative intermediary services and brought forward the improvement measures in intermediary services supports .It finally has defined innovative culture and given improvement suggestions because of the current situation.Seventhly, the thesis has structured the sophistication estimating model and carried on an empirical study. It has chosen the appraisal method based on the Borda number a sophistication accumulating method tied in technological innovation system of Dalian. Having gained data, it has estimated that the sophistication level of the technological innovation system of Dalian belongs to the medium and has made a brief analysis.Finally, the thesis has put forward the Countermeasures which are to take enterprises as technological innovation system centers, make the investment and financing systems perfect , strengthen the support of governments and mechanism of the intermediary services, build-up the cooperative mechanism about "government-product-study-research and strengthen the talented person construction and so on .
