The Research On Regional International Competitiveness Based On Clustersing Innovative Advantages

Since the economic reform and opening policy in China, many industrial clusters have mushroomed which produce many powerful-international-Competitiveness merchandise—'made in China'. Howerver, with the farther development of industrial clusters, resource advantages are disappearing; till the low-cost period is ended, we are faced with several pressures such as the rise of cost and the shortage of technological innovation. At present, what the urgent need in China is to transform the low-cost industrial clusters to innovative industrial clusters through promoting the clustersing technology innovative ability and innovative performance. In fact, developing the regional international competitiveness based on clustersing innovative advantages is an important avenue to come it true.This paper started from a new viewpoint of industrial clusters' innovative advantages, systematically studied the basic law of the regional international competitiveness based on industrial clustersing innovative advantages, seeked systemtic mode to stimulate Chinese enterprises in technological innovation, and explored some effective ways to optimize enterprise technology innovation. In a word, this paper has provided many theoretical basis and new methods for the development of clustersing technological innovation in Chinese enterprises.According on industrial clusters theory, innovative theory and regional international competitiveness theory and the empirical analysis, the author puts forward the concept of clustersing innovation, then probes into its formation mechanism and constructs an index system for the evaluation of clustersing innovative advantages. And then, based on clustersing innovative advantages the concept of regional international competitiveness are put forward, which characteristics are analysed. The author also analyzes the inner relationship among industrial clusters, innovative network and regional international competitiveness, discussed the coupling mechanism between regional international competitiveness and clustering innovation, and makes the flexibility analysis for clustersing innovation and regional international competitiveness, and the multiplier performance of clustersing innovation in the region's international competitiveness. From the above analysis, an evaluation model of regional international competitiveness is put forward based on clustersing innovative advantages and conceives the idea of model construction. The paper, through demonstration of 53 state-class high-tech development region in China, combining the situation of industrial clusters in Hunan province, adopting locational quotient, evaluates the competitiveness of industrial clusterss of Hunan province, gives an analysis of its advantages, and also presents Hunan industrial clusters development notion oriented clustersing innovation.In this paper, the research emphases focused on five aspects: first of all, the concept of theoretical and practical basis are put forward, based on regional international competitiveness on clustersing innovative advantages; secondly, the advantage of the international competitiveness of regional characteristics based clustersing innovation advantages and formation mechanism are depicted; thirdly, explore how to upgrade regional international competitiveness of the foundation and mechanisms; fourthly, to bring forward the regional international competitiveness evaluation system and method based on clustersing innovative; fifthly, put the clustersing innovative regional international competitiveness theory into analysis and guidance to the regional clustersing innovation. From the new perspective of clustersing innovative advantages to analyze the international competitiveness of the process and the formation mechanism problems, and to reveal nature relation between clustersing innovation and regional international competitiveness.The main creative points of this paper includes: (1) clearly defining the concept of regional international competitiveness based on clustersing innovative advantages, initially constructing analysis structure of regional international competitiveness; (2) setting up evaluating model on clustersing innovative advantages, analyzing formation mechanism of regional international competitiveness based on the clustersing innovative advantages, namely, technology flowing, knowledge flowing, resource flowing and so on; (3) constructing a model for promoting regional international competitiveness through clustersing innovative advantages, which includes the combination model of clustersing innovation and regional international competitiveness, the promotion model of cooperative innovation, the flexible analysis model of clustersing innovation and regional international competitiveness, multiplier performance model of clustersing innovation; (4) putting forward the research scope and the evaluation model of regional international competitiveness based on clustersing innovative advantages, and analyzing regional international competitiveness of 53 state-class high-tech development region by demonstration for the first time, then classifying and evaluating them; (5) from the present situation of Hunan industrial clusterss, putting forward the strategic idea on Hunan province industrial clusters with the clustersing innovation orientation.
