Study Of Knowledge-based Economy Measure Method

Recently, along with the new technology revolution, particularly the information technology development, profound revolutions have happened in the world economy. The form of industrial economy has transferred to a higher level based on knowledge. More and more people have realized the truth that "knowledge is power" and "knowledge is wealth". So, the knowledge-based economy time, which is driven by knowledge innovation, has come silently.With the changes of the world economy, pursuing the knowledge progress is the core strategy for sustainable development of the world. In such situation, in order to develop the knowledge-based economy, we not only need legible theory of knowledge-based economy, but also need to understand the development status, level and distance of one country's knowledge-based economy. So, establishing the proper theory and measurement system for knowledge-based economy has become a challenging task for scholars.On one hand, the revolution from industry economy to knowledge-based economy has brought profound impacts on the economic development of every country. On the other hand, it also makes the economics and related measurement subjects (e.g. statistics) involve in the revolution. We can conclude that study on the measurement of knowledge-based economy will become one of the mainstreams in economics and statistics. Under such background, the study on the problem of knowledge-based economy measurement has intense time character and realistic meaning.This paper is based on economics, statistics, econometrics and other related disciplines. In the background of a knowledge-based economy it is follow the line of measurement of knowledge economy. Its idea is from recall to summary, extract, corrective and to fill the blank of the measurement. There is theoretical and empirical research in the paper. In terms of qualitative and quantitative methods it is an in-depth study and discussion of measuring methods of the knowledge economy. Major studies are summarized as follows:The first chapter, as the foreword of the whole paper, explains the backgrounds and meanings of the subject, and analyses the situations and problems of knowledge-based economy measurement and introduces the methods, thoughts and structures arrangement.The chapter two and chapter five is the mainbody of the paper. They can be divided into two parts.In the first part (chapter 2), it studies on the theory and methodology basis of knowledge-based economy measurement, mainly comprising origin and connotation of knowledge-based economy, theory and methods of knowledge-based economy measurement. Firstly, it tries to find the causes and intrinsic characters of knowledge-based economy connotation through running back to the origin. On this basis, I propose my opinion about knowledge-based economy. In narrow sense, knowledge-based economy is the combination of economic knowledge and knowledge industrialization based on the knowledge and information. According to the situation of knowledge-based economic, I propose the quantity standard, namely economic knowledge and knowledge industrialization. In broad sense, knowledge-based economy is a new economic form with the social infrastructure as support, degree of social knowledge as condition, input of knowledge capital as power, creativity as core and sustainable development as purpose. Studying on the essential connotation of knowledge-based economy provides theory foundation for establishing system of knowledge-based economy measurement, quantity analysis for knowledge-based economy. Meantime, it probes into the problem of knowledge-based economy measurement, which is one of the methodology bases, and analyses the difficulties of knowledge measurement. According to the situation of knowledge measurement, I put forward to the thought of it., and analyze the relation of basic indexes including knowledge stocks and flows. Then, it systemically analyses the information and theory of information economy measurement, which is another methodology basis of knowledge-based economy measurement. In this way, it can enhance the establishment of knowledge-based economy measurement.The second part (chapter 3 to chapter 5) emphasizes on the research on knowledge-based economy measurement and experimental analysis. Duo to the complexity of knowledge-based, we should combine multiple perspectives and methods to measure knowledge-based economy.In the chapter 3, it studies on the degree of economic knowledge in the aspect of knowledge progress. Firstly, it investigates the disputed issues in knowledge progress, and concludes that system factor can be included in knowledge progress, but relation between scale economy, substitute effect and knowledge progress is not easy to recognize as inclusion. Only when scale economy and substitute effect are determined by technology, they be can contained in knowledge progress. Otherwise, they should be regarded as independent factors for economy increase. For a long time, the ideas of economic masters and judgments of some modern scholars mainly focus on how knowledge progress promotes economic growth. But how the economic growth adds to knowledge-based progress? There are few such researches and they are always superficial. With the deep study on the two variables, more and more researchers have realized the interaction relationship between them. This paper corrects people's irrational opinion by quantity and quality analysis to economic growth and knowledge progress. The conclusion is that economy growth has a strong correlation with knowledge progress, but it is not the simple causality relationship. Although knowledge progress is the main factor of economy growth, such influence is not evident in the short run; they reach steady equilibrium in the long run. Thirdly, it reviews the measurement method of knowledge progress effect. It stresses on the different methods for capital, labor and elasticity coefficient so as to choose the proper ways for experimental research. Fourthly, it measures the effect of knowledge progress and analyses the economic knowledge. Through calculating the contribution rate of knowledge progress, compared with developed countries, we can find out the degree of Chinese economic knowledge. The result is that Chinese economy is walking towards economic knowledge; however, the degree isn't high and often fluctuates in different period.The chapter 4 emphasizes on the measurement of knowledge industrialization degree. Referring to the international class standards, according to the situation and evolvement rule of China knowledge industry, it brings forward classified measurement system for China knowledge industry with the method of industry classification statistics. It also discusses the classified system and accounting methods about knowledge -intensive and high-technology industry, and analyzes the status quo and character, and then accounts the development degree of knowledge industry. The conclusion is that the development degree is climbing up every year, however, it always keeps away from equilibrium inside, and there is also a long distance between our country and developed countries, on development degree and speed of knowledge industry.The chapter 5 stresses on the measurement of integrative development level on knowledge-based economy. Firstly, according to the basic factors of knowledge-based economy and based on original measurement system, it brings a new system which concentrates on production of knowledge outputs. Secondly, after systematic analysis to synthetically estimation technique, it analyzes the difference of integrative development level about knowledge-based economy in China with modern statistics techniques. The result is that such level is apparent in different areas. Meantime, during the development, different areas have their own features, and the key indexes, which decide the knowledge-based economy, are different among regions. The development level of knowledge-based economy is consistent with situation of macroeconomics.In chapter 6, standing on the point of national accounting, it studies the relationship between the measurement of knowledge-based economy and SNA. From the accounting data, content, system and meaning of indexes of SNA to industry-class system of national economics, it examines the inelasticity of them. I also think about the feasibility of integration of the two sides, and put forward to my own opinion about on it.All in all, this paper draws on the results of previous research. It reviews of existing theoretical research results, knowledge-based economy, and processed and refined. Its starting point is theoretical research of the knowledge-based economy. And the main objective is the research of the method of measuring the knowledge economy. Borrowing some of the research findings related to the ways and means of socio-economic statistics it deals with specific indicators and does some empirical analysis to them. And studies the measurement of a knowledge-based economy from many perspectives and gives the summary. And get a more comprehensive system of research results. Compared with a similar study the characteristics are the following:First, it consists of recall, conclusion, refining and innovation. Mainly is innovation and refining;Second, it combines with theory, method and empirical. Emphasis is methodology;Third, based on economics, statistics and econometrics it seeks innovation of the research system;Fourth, comparing with the unilateral study the research result is more systematical and comprehensive.The weakness of the paper is:First, it is not tracking totally on the latest research of the international development of research on the measurement of the knowledge-based economy;Secondly, as the multidisciplinary integration, some measure methods are familiar;Third, although there are many ideas, however, certain issues are not in so depth study due to my limited;...
