The Comparative Analysis And Advice Research On The Level Of Knowledge-Based Economy Development Of Shanghai

Twenty-first century is guided by knowledge-based economy. It is undoubtedly that humans are going to reach knowledge-based economy. Many countries make the knowledge-based economy development as an important policy to make sure that their own countries can increase fortune and industrial competitiveness in knowledge-based economy era.The economic center of China—Shanghai should vigorously develop knowledge-based economy when China decides to stride forward knowledge-based economy era. Shanghai should do more for the development of China in the twenty-first century. At the same time, other developed cities bring forward the goal that stride forward knowledge-based economy.And what is the level of knowledge-based economy development of Shanghai compared to other developed cities in China? What is the advantage and disadvantage of Shanghai? What is the distance between Shanghai and the requirement of knowledge-based economy? How to advance the level of Shanghai? This article will study these issues.There are six parts of this article. In exordium, the study explains research background, meaning and method.In the second part, it studies the theory frame of knowledge-based economy systematically. It explains the definition and character of knowledge, make clear the definition of knowledge-based economy and concludes its main characters. Then it reviews the theoretical basis of knowledge-based economy such as human capital theory and innovation theory.In the third part, this study concludes and evaluates the research of indicator system of knowledge-based economy at home and abroad. Then it concludes the five main aspects for measuring the level of knowledge-based economy: human resource, innovation capacity, information and communication technology infrastructure, industrial development and economic environment. And it uses the five aspects as the frame of the indicator system.In the forth part, it chooses the main component indicator in the reference of APEC, OECD and domestic well-known scholars. In the principal of representative and availability, It constructs the indicator system of knowledge-based economy and elaborates the component indicator.In the fifth part, it empirical studies the level of knowledge-based economy of Shanghai, Beijing and Guangzhou by analyzing data by SPSS under the indicator system of knowledge-based economy. Then it analyzes the differences of the three cities in the five aspects and gets the advantages and disadvantages of Shanghai. And it introduces the criteria of OECD and the performances of other advanced district in the analysis process to find the distances of the cities of China in knowledge-based economy development.In the last part,the study suggests how to improve the development of knowledge-based economy in Shanghai form human resource, technology innovation and industrial development aspects.
